New development
Railway sector: the transition to eight updated standards is completed
EU · railway products and infrastructure · operational change
As of 6 September, the deferral period under Implementing Decision (EU) 2025/424 for eight older references to harmonised railway standards ends. The areas affected are rail welding, wheelsets, braking equipment, moving steps, access systems and fire protection. The relevant updated editions remain on the list, including EN 15313:2024 with an explicit restriction on the accumulation of tolerances. Manufacturers, maintenance companies, laboratories, inspection and certification bodies should check the technical files, test plans and suppliers' declarations. The change affects the path to presumption of conformity; it does not automatically turn every standard into a mandatory technical solution.
Municipal road control systems are now under the new regime
Bulgaria · road control and metrology · entry into force
The previously promulgated Ordinance No. 8121z-1368 has already been in force since September 5, calculated according to the general constitutional rule for an act without a separate starting date. It regulates the exchange of data from municipal automated technical means and systems and requires an approved type, entry in the register of the Bulgarian Institute of Metrology and a valid metrological verification. Before the actual exchange, acceptance tests are carried out for at least 30 days with real data in a test environment; an expired or invalid verification blocks the exchange. Municipalities, suppliers and metrological functions should check the evidence, deadlines and readiness for tests. Entry into force does not mean that every system is already technically connected.
Upcoming deadlines
T–7: consultation on the European managed security services scheme closes
EU · cybersecurity and certification · consultation, T–7
ENISA's public consultation on the draft European Certification Scheme for Managed Security Services (EUMSS) closes on 13 September. There are seven days left for comments on the horizontal requirements for secure design, implementation, continuity, operational management and improvement, as well as on the vertical module for incident management and response. The scope includes services such as incident response, penetration testing, audits and consulting. This is a draft candidate scheme, not an active obligation or issued certificate. Suppliers, customers, certification bodies and other TIC actors should compare the proposed criteria with contracts, control evidence and future audit procedures and provide technical comments if necessary.
Strategic Watch
Energy label for computers: Commission outlines future methodology
EU · computers, ecodesign and testing · preparatory regulatory signal
The European Commission announced on 4 September the final preparatory study for a possible energy label for notebooks, desktops and integrated computers. The report, published on 3 September, proposes to present energy consumption in Wh per hour, to add performance information and to distinguish between ordinary and high-performance systems. The material will support the preparation of a delegated act, but does not itself introduce a label, classes or a mandatory deadline. Manufacturers, importers, traders and testing laboratories can map out the available methods, product data and performance evidence early. The draft act and the related revision of ecodesign rules, including reliability and repairability, should be followed closely.
Organic production: EU experts prefer assessment by specific substances
EU · organic production and control · expert strategic signal
The European Commission's Expert Group on Technical Advice on Organic Production published its final report on fertilisers and plant protection products on 4 September. EGTOP does not recommend the addition of esfenvalerate for use in traps and suggests a re-evaluation of synthetic pyrethroids. The group supports the conditional inclusion of calcium sodium phosphate derived from sludge ash, but not a general automatic authorisation of all essential or low-risk substances. A simplified assessment on specific substances is proposed. This is expert advice, not an amendment to Regulation (EU) 2021/1165. Suppliers, organic operators, control and certification bodies should apply the current lists for the time being and follow the Commission's subsequent decisions.
