New development
Chlorpyrifos enters the persistent organic pollutants regime
EU · Chemicals and supply chains · Entry into force
Delegated Regulation (EU) 2026/1423, which includes chlorpyrifos in Annex I to the persistent organic pollutants regime, enters into force on 30 September. This is a new legal step of an already published act, not a new communication of its adoption. For manufacturers, importers and suppliers, the exemption for unintentional trace contamination up to 0.01 mg/kg in substances, mixtures and articles is important. It is not a general residue limit for food. Specifications, supplier declarations and analytical evidence should be reviewed, including whether the methods used allow a reliable assessment at this threshold.
Registration of imports of Chinese glass microspheres from October 1
EU / China · Industrial materials and customs compliance · Regulation adopted
The European Commission has published Implementing Regulation (EU) 2026/2162 on the registration of imports of dense glass microspheres originating in China. The regime starts on 1 October and is foreseen for a period of nine months. Microspheres with a diameter of up to 2 mm are covered, regardless of coating, production process or use; drilled small beads are excluded. Registration creates the possibility of retroactive collection of anti-dumping duty when the legal conditions are met, but does not in itself determine a definitive rate. Importers should verify the origin, tariff classification and technical evidence of the dimensions of the product.
Updated Lumpy Skin Disease Areas in Sardinia
EU / Italy · Livestock and veterinary certification · Decision adopted
Implementing Decision (EU) 2026/2186, published on 30 September, replaces the Annexes with protection, surveillance and vaccination zones for the LSD regime in Italy. For specific zones in Sardinia, periods until 15 January and 1 February 2027 have been set, including a gradual transition from protection to surveillance. This does not imply a general authorisation for the movement of animals from the island. Holdings, transporters and operators in the chain should accurately match the location and the outbreak identifier with the Annex and the relevant veterinary documents. Vaccination zones and movement restrictions should be checked separately.
Specific derogation for ETCS on 111 Greek railway vehicles
EU / Greece · Rail transport · Individual decision adopted
By Implementing Decision (EU) 2026/2189, the Commission allows a specific alternative to the technical requirements for on-board ETCS of 111 listed Hellenic Train vehicles. The act published on 30 September concerns certain series and European numbers of vehicles and not the entire Greek railway fleet. The use of the specified earlier ETCS configuration is allowed; this does not constitute an exemption from the system. Operators and assessment bodies must check the identifiers, configuration and limitations in the decision. The deadline is 31 December 2040, but the transition linked to the modernisation of the infrastructure may end it earlier.
Anti-dumping review for India's Jindal Stainless
EU/India Stainless Steel and Market Access Partial Interim Review Opened
The Commission has initiated a partial interim review of the anti-dumping measures on cold-rolled flat products of stainless steel from India, limited to dumping by Jindal Stainless. Notice C/2026/4991 was published on 30 September. It does not reduce the duties in force and does not preliminarily confirm the applicant's claims of changed circumstances. For unrelated importers, the deadline for selection data is 7 October; requests for hearings are due by 15 October and main submissions by 6 November. The companies concerned must prepare verifiable sales and cost data and participate in the proper, separate anti-dumping proceeding.
Separate anti-subsidy review for Jindal Stainless
EU/India Stainless Steel and Market Access Partial Interim Review Opened
Notice C/2026/4997 of 30 September opens a separate partial interim review of the countervailing measures for the same product group from India, aimed at subsidisation of Jindal Stainless. The subject matter is different from the parallel anti-dumping review and requires separate participation and evidence. Selection data are due by 7 October, requests for hearings by 15 October and main submissions by 6 November. This is an investigation, not a decision on a new duty rate. Importers and producers should separate the price and dumping files from the evidence of subsidies and follow the relevant confidentiality instructions.
Expiry review of countervailing measures on steel from India and Indonesia
EU / India / Indonesia Stainless Steel and Customs Compliance Expiry Review
By notice C/2026/5033 of 30 September, the Commission initiated an expiry review of the countervailing measures on cold-rolled flat products of stainless steel from India and Indonesia. The likelihood of continuation or recurrence of subsidisation and injury is examined; the measures in force are not repealed by the initiation of the review. The early deadlines are 7 October for the selection data, 15 October for a hearing and 6 November for main submissions. Exporters, importers and users should check the scope and their own eligibility to participate. Registration and information in another anti-dumping proceeding do not replace participation here.
New verifiable parameters for Larnaca PGI wines
EU / Cyprus · Wine and Geographical Indications · Approved standard amendment
The communication C/2026/4992 published on 30 September announces the approved standard amendment to the specification for wines with the protected geographical indication Larnaca. The changes include minimum and maximum analytical parameters instead of average values, descriptions for red and rosé wines and the addition of the varietal scope. This is not a new application for registration. Producers, control bodies, laboratories and importers should compare the specifications, protocols and labels used with the updated single document. The applicable categories, organoleptic characteristics and yield limits are particularly important, as certification of origin alone does not prove compliance with all product requirements.
Updated specification for Nicosia PGI wines
EU / Cyprus · Wine and Geographical Indications · Approved standard amendment
A separate communication C/2026/4993 of 30 September announced an approved standard amendment for wines with the protected geographical indication Nicosia. The update concerns the analytical limits, wine descriptions, varietal composition and relevant production parameters. While some of the amendments are similar to those for Larnaca, this is a different product specification and a separate control scope. Operators should use the correct single document when commissioning tests, verifying yields and assessing labels. Confirmation from the competent authority of the applicability to the specific batch is also required where the national moment of approval is relevant.
Temporary zero excise duty rates for gas motor fuels
Bulgaria · Fuels and Tax Compliance · Promulgated Law
In the extraordinary issue 90 of the State Gazette of 30 September, an amendment to the Excise Duties and Tax Warehouses Act was promulgated. For the period from 1 October to 31 December 2026, zero excise duty rates are provided for explicitly specified gas motor fuels, including liquefied petroleum gas and natural gas under the relevant codes. The affected warehousekeepers, importers and traders must check the classification, purpose, units of measurement and the date of occurrence of the tax liability. The amendment does not repeal the requirements for quality, measurement and traceability of fuels and does not constitute a general exemption from VAT.
Future structured filings to ESAP through the Commercial Register
Bulgaria / EU Corporate accountability and digital compliance Future framework adopted
An amendment to Regulation No. 1 on the Commercial Register, promulgated on 30 September, regulates the future electronic submission of certain acts under the Accounting Act to the European Single Access Point ESAP. Extractable data or an applicable machine-readable format and metadata, including an LEI identifier, are required for the covered entities. The main new rules under Article 80a, paragraphs 1 and 2, will apply from 10 January 2028, and the relevant LEI must be obtained by 9 January. This is not a general new obligation for all small entities. Early determination of the scope, data responsibilities and the readiness of reporting systems is necessary.
New restriction on the operation of certain Boeing 787s
USA · Aviation and Maintenance · Final Directive accepting comments
The FAA issued AD 2026-20-02 on September 29 for certain Boeing 787-8 and 787-9 aircraft equipped with listed Rolls-Royce Trent 1000 engines. The act takes effect on October 14 and restricts flight with an inoperative intermediate pressure air valve under the corresponding minimum equipment list item. The prescribed action is effective 60 days after enactment, not October 14 itself. Operators and maintenance organizations must verify their exact configuration and procedures. Comments are being accepted until November 13, but this does not make the final directive a draft.
US standard for acifluorfen residues in sugar beet roots
United States · Food, Agriculture and Laboratory Testing · Final Rule
EPA has established a permissible level of 0.06 ppm for the specified residues of acifluorfen in sugar beet roots. The final rule was published and is effective September 29; objections and requests for hearings can be submitted until November 30. For exporters to the United States and testing laboratories, it is not only the numerical value that is decisive, but also the regulatory definition of the residue, which includes specified derivatives expressed as acifluorfen. The matrix, analytical scope and calculation of the result should be checked. The US norm does not replace the European requirements and should not be extrapolated to leaf pulp or other products.
Renewed ban on transactions with Ural Airlines under the US export regime
USA / EAR Cross-Border Action · Aviation Supplies, Testing and Servicing · Current Administrative Order
BIS published on 29 September a one-year renewal of the temporary order denying Ural Airlines export privileges, issued with immediate effect on 24 September. The significance for European suppliers depends on whether the transaction and the items fall under the Export Administration Regulations. The scope includes not only supplies, but also certain installation, maintenance, repair, modification and testing activities. Manufacturers, MRO organisations and test facilities must check customers, intermediaries and the applicability of the regime before undertaking work. Citing flight safety is not an automatic exemption: the specified operations require the appropriate authorisation from BIS.
Folpet's approval for biocides of product type 7 expires
EU Biocides and Chemical Compliance Regulatory milestone reached
The approval of folpet for biocidal products of product-type 7, coatings preservatives, expires on 30 September. Implementing Decision (EU) 2026/2151 explicitly distinguishes this type from product-type 9, for which an extension is foreseen. This is an entry into a regulatory phase that has already been announced, not a new decision from today. Manufacturers and authorisation holders should check the specific products, authorisations and applicable transitional rules with the competent authority. The extension for type 9 should not be automatically attributed to type 7, nor should an unverified general conclusion be drawn from the expiry date for the active substance to immediately withdraw all stocks.
Upcoming deadlines
T–30 to the BSA's internal preparatory deadline for ISO 14001:2026
Bulgaria · Accreditation and Certification of Management Systems · Accreditation Transition Reminder
There are 30 days left until October 30th — the deadline in the plan of the Bulgarian Accreditation Agency for its own preparation for the transition to BDS ISO 14001:2026. This date is not a deadline for certified companies or for submission by certification bodies. For the bodies, the plan provides for a declaration, gap analysis, plan and evidence of readiness by January 31st, 2027. The practical task now is to coordinate the competence, procedures and transitional audits. When using the plan, clarification should be requested from the BSA for the internally inconsistent date in point 2.2, without correcting it by assumption.
T–14 to the new conditions for marjoram oil in feed
EU · Feed and laboratory testing · Reminder of entry into force
On 14 October, Implementing Regulation (EU) 2026/2110 on essential oil of Origanum majorana L. as a feed additive enters into force. Today's alert is a reminder T–14 and not a new publication of the act. The authorisation sets a maximum content of 10 mg/kg complete feed at 12% humidity and inclusion via premixture; it does not authorise use in water for drinking. Manufacturers, laboratories and auditors should check the identity, analytical parameters, impurities and combined exposure. The transition dates are different for the additive, premixtures and feed and are linked to production and labelling, therefore they should not be replaced by a single general sell-by date.
T–14 to the conditions for rosemary oil in feed
EU · Feed and composition control · Reminder for entry into force
Implementing Regulation (EU) 2026/2113 on Salvia rosmarinus essential oil will enter into force on 14 October. With two weeks remaining, manufacturers must check recipes against the different maximum levels for animal categories, instead of using one universal dosage. The authorisation requires inclusion via premixture and sets analytical characteristics, including control of toxicologically relevant ingredients. This concerns the acceptance control, laboratory protocols and evidence in feed safety audits. The transitional conditions should apply separately to additives, premixtures and feed according to their production, labelling and intended use, and not only according to the date of delivery.
T–14 to the updated conditions for vitamin K3 in feed
EU · Feed additives and analytical control · Reminder of entry into force
On 14 October, Implementing Regulation (EU) 2026/2115 for the two authorised forms of vitamin K3 in feed enters into force. The T-14 reminder is important for manufacturers of additives and premixtures who need to agree on purity, menadione content, labelling of the equivalent amount and control of impurities. The inclusion is via premixture and operational safety remains part of the conditions. Laboratories should verify the applicable methods and specifications without substituting the forms for each other on an equal mass basis. The different transitional periods require a separate assessment of the dates of manufacture and labelling for additives, premixtures and finished feed.
T–30 until a certain period of surveillance zones for sheep and goat pox
Bulgaria / EU · Livestock and veterinary control · Reminder about zonal restrictions
There are 30 days left until 30 October, the specified end of specific surveillance zones in Haskovo and Stara Zagora regions under Implementing Decision (EU) 2026/2052 for sheep and goat pox. The deadline refers to specific radii and outbreaks, and not to an automatic release of entire areas from restrictions. Some of the protection zones go into surveillance on separate dates, while wider restriction zones have different deadlines. Farms, traders and transporters must check the specific site with the annexes and the national orders in force before movement. Veterinary documents and transport conditions remain a separate check.
T–30 for opinions on the investigation into acetylsalicylic acid
EU / China · Chemicals and pharmaceutical raw materials · Reminder to participate in an investigation
There are 30 days left until 30 October for the main submissions in the anti-dumping investigation into acetylsalicylic acid originating in China, initiated by notice C/2026/4913. The product is the chemical substance with CAS 50-78-2, not a polymer with a similar abbreviation. Producers, importers and users should check the product scope and trade data that can support their position. The earlier seven-day deadline for selection information reaches 30 September, so the general deadline for submissions should not be waited for. The proceeding does not establish preliminary dumping and does not in itself impose a definitive anti-dumping duty.
T–7 for preliminary comments on US pipeline proposals
USA · Pipelines, Inspection and Maintenance · Consultation - Reminder
Preliminary comments are open until October 7 for the PHMSA LPAC Advisory Committee meeting on October 21. With seven days remaining, pipeline operators and inspection service providers can evaluate proposals for tank inspection, remote rectifier monitoring, and valve maintenance schedules. These are three projects being discussed in one formal process, not general reliefs already in place. Helpful preparation includes reliability data, inspection documentation, and evidence of equivalent safety. Applicability to the specific infrastructure should be verified on a case-by-case basis.
Strategic Watch
EA prepares discussion on accreditation of methane verifiers
European Accreditation Infrastructure Energy, Emissions and Verification International Strategic Signal
The European Accreditation Organisation EA has announced a workshop on Regulation (EU) 2024/1787 on methane emissions in the energy sector on 12 October. The agenda includes the regulatory framework, the verification protocol and exchange of experience on the accreditation of verifiers. This is an early institutional signal on the development of assessment practices, not a new accreditation rule or a published outcome of the meeting. Participation is intended for EA national accreditation bodies, it is not a general business consultation. Verifiers and energy operators should follow the subsequent official documents and review their competence, independence and evidence against the current regulation.
OSHA discusses expansion of Intertek's NRTL scope
USA · Product Testing and Certification · Consultation - Preliminary Conclusion
OSHA issued a preliminary opinion on a request to extend the recognition of Intertek Testing Services NA as a nationally recognized testing laboratory on September 29. The proposed addition is the ANSI/CAN/UL 3100 standard for automated mobile platforms. Comments are being accepted until October 14. This is not a final approval and does not mean that every Intertek facility already has the new scope. Mobile automated equipment manufacturers, suppliers, and assessment bodies are welcome to review the applicability of the standard and comment on the proposal. The current recognized scope for the specific facility should be requested when awarding certification.
Consultation on simplified ship inspection in the USA resumed
USA · Maritime Transport and Inspection · Reopened Consultation
The U.S. Coast Guard has reopened the process for comments on Draft Change 1 to NVIC 02–99 regarding the Streamlined Inspection Program. The new notice, dated September 29, sets a deadline of October 29, after the original period ended on September 23. This is truly a new procedural step, not a repeat of an old consultation. Shipowners, operators, and inspection organizations can evaluate how the draft affects their control, maintenance, and documentation programs. Before commenting, the draft should be compared to the current program; the proposed changes should not be applied as already established requirements.
Consultation on records of qualified personnel in coal mining
USA · Mine Safety and Evidence of Competence · Reporting Burden Consultation
MSHA opened a consultation on September 29 to continue collecting information on certified and qualified individuals at coal mining sites without change. Comments are being accepted until November 30. Evidence of competency, personnel lists, and training plans related to hazard inspections, gas measurements, and certain technical activities are covered. This is an opportunity for operators and training providers to identify demonstrable administrative burdens and ways to better document. The notice does not introduce a new personnel certification scheme and does not establish mutual recognition with ISO/IEC 17024 certification.
OSHA Accepts Comments on Crane Inspection Records
USA · OHS, Lifting Equipment and Inspection · Reporting Weight Consultation
OSHA’s September 29 notice opens comments until October 29 on information requirements for monitoring overhead and gantry cranes. The subject matter includes existing records of periodic inspections and verification of inspections, including work ropes. This is a review of the reporting burden, not the introduction of a new monthly inspection with a current date. U.S. employers and inspection service providers can evaluate the timing, quality, and practical utility of the documents. International groups may find it useful to verify that their common maintenance systems retain the necessary local evidence and identification of inspections performed.
FDA discusses documentary burden in ethical review and informed consent
USA · Clinical Research and Quality Systems · Consulting
The FDA published a consultation on September 29 to continue collecting information under the Informed Consent and Institutional Review Boards rules. It affects investigators and organizations conducting clinical trials under FDA oversight, including review documents, decisions, and recordkeeping. The deadline is November 30, EST. This is not a new ethical standard or a change to the consent requirement. Organizations can use the consultation to make reasoned suggestions for reducing administrative burdens by separating the convenience of documentation from the necessary safeguards and evidence for control.
Comments on FDA food additive and color dossiers
USA · Food and Regulatory Filings · Reporting Burden Consultation
FDA is accepting comments on the information collection for food additive and color petitions until October 29. The September 29 announcement covers the preparation and submission of dossiers, including Form 3503 and applicable electronic channels. This is an administrative burden assessment procedure, not a declaration of a new safety criterion or automatic authorization of substances. European manufacturers preparing for market access in the United States may evaluate data reuse, traceability of evidence, and submission costs. It is necessary to distinguish documentary proposals from scientific requirements for safety justification.
Application for protected name of Spišské zemiaky potatoes
EU / Slovakia · Food, origin and control of specifications · Consultation - objection procedure
The Commission published on 30 September an application for a protected designation of origin Spišské zemiaky for potatoes from a specified region in Slovakia. The single document defines the geographical scope, production stages and verifiable characteristics of the product. A three-month objection period has started; the publication does not yet constitute a final registration. Producers, traders and control bodies can assess the impact on labelling, traceability and future compliance checks. Interested parties should check the grounds and the correct objection channel according to their location. The requirements for a protected origin do not constitute automatic certification for organic production.
Danish wine Røsnæs is in the process of being granted a protected designation of origin.
EU / Denmark · Wine and geographical indications · Consultation - objection procedure
On 30 September, the application for the protected designation of origin Røsnæs for certain categories of Danish wine was published. The document includes technological and geographical conditions, including local bottling for traceability and specific requirements for the production of sparkling wines. A three-month objection period has been opened, without this yet constituting a final European registration. Wine operators, importers and control bodies should check the product categories, labelling and the necessary production records. It is important for interested parties to assess the specific legal interest and the permissible channel for participation, and not to take the publication as a general invitation to freely use the name.
Intertek Customs Laboratory Scope Announced in Carteret
USA · Petroleum Products, Measurement and Testing · Current Baseline - Newly Announced Scope
CBP released information on September 29 regarding the approval and accreditation of Intertek’s Carteret, New Jersey facility for certain petroleum product measurements and laboratory testing for customs purposes. The recognized period begins as early as August 28, 2025; therefore, this is a newly announced effective scope, not a new accreditation from yesterday. Exporters, importers, and logistics operators should verify the exact method and location of the service. CBP recommends a written assurance from the provider that the specific activity requested is within its approved scope. A generic group name or generic laboratory certificate is not sufficient evidence.
Separate Intertek recognized scope in Chelsea for customs testing
USA · Petroleum Products and Laboratories · Current baseline — newly announced scope
In a separate announcement dated September 29, CBP announced the recognition of Intertek’s scope in Chelsea, Massachusetts, for customs measurement and testing of petroleum products. The stated start date is August 28, 2024, with the next inspection scheduled for August 2027. This is an effective baseline published now, not a new general authorization for all laboratories in the group. Customers should match the required analyses to the six laboratory methods specifically listed and obtain written confirmation of the specific service. The scope of another Intertek facility cannot be used as a substitute for assignment or customs presentation.
CBP announces specific scope of Laboratory Services in Kemah
USA · Petroleum Products and Customs Valuation · Current Baseline — Newly Announced Scope
A CBP announcement dated September 29th specifies the approval and accreditation of Laboratory Services in Kemah, Texas, for certain customs activities involving petroleum products. The recognition period began on July 22, 2025. The laboratory portion is limited to the specifically specified ASTM D86 and D4052 methods and must be distinguished from the scope of measurement of quantities. For traders and logistics operators, the practical step is written confirmation that the specific test or measurement is approved for that facility. Publication does not imply unlimited recognition of all possible petroleum analyses and does not automatically extend other accreditation scopes.
FAA proposes recurring controls checks on EC135 and EC635
USA · Aviation and Inspection · Consultation - Draft Directive
The FAA is proposing to replace AD 2025-13-06 for certain Airbus Helicopters Deutschland EC135 and EC635 helicopter models by adding recurring inspections of the ball joint in the tail rotor control system. The draft was published on September 29, and comments are being accepted until November 13. Corrective actions based on the results and reporting of inspections are provided. This is not yet a final U.S. directive. Operators and maintenance organizations should verify models, serial numbers, and parts and evaluate the feasibility of the proposed inspection program, separate from already applicable EASA requirements.
Proposal to inspect the life rafts of certain AW189s
USA · Aviation and emergency equipment · Consultation - draft directive
The FAA published a draft directive on September 29 for certain Leonardo AW189s following reports of a shipping safety pin left in the valve of a life raft inflation cylinder. It proposes to inspect both sets and remove the pin if necessary, as well as restrict extended overwater flights until the actions are taken. Comments are being accepted until November 13. The proposal is not a U.S. ban already in effect. Operators and maintenance organizations should verify applicable aircraft and compliance with the separate EASA current regime without waiting for the consultation to implement existing obligations.
