New development
New rules for environmental claims come into effect today
Bulgaria · consumer protection and proof of sustainability · law adopted — start of action
The provisions set out in § 83 of the amendments to the Consumer Protection Act, promulgated on September 24, come into force on September 27. They cover environmental claims and sustainability labels, including prohibitions on unsubstantiated general claims and on presenting a product as climate-neutral based on emission compensation. Verifiable commitments and independent verification are provided for the future environmental results covered. Traders and brand owners should review labels, websites, advertising materials and evidence of the schemes used. This is the start of action of an already reflected law, not a new publication or a universal requirement for ISO certification.
Upcoming deadlines
Stara Zagora: 14 days until the date for specific protection zones
Bulgaria / EU · livestock and veterinary control · current measure — T–14
On 11 October, the end of the minimum period for the specific protection zones around six outbreaks of sheep and goat pox in the Stara Zagora district under Implementing Decision (EU) 2026/2052 is indicated. The reminder is T–14 and does not report a new outbreak. The annex provides for a subsequent surveillance period for the same five-kilometre zones from 12 to 29 October. The dates do not automatically allow the movement of animals and do not repeal national orders. Farmers, transporters and operators in the chain must check the exact boundaries, veterinary documents and any subsequent amendments before planning deliveries.
Epidemiological surveillance switches to new procedures on October 11
EU · public health and data quality · adopted regulation — T–14
Implementing Regulation (EU) 2026/2096 on the procedures of the European epidemiological surveillance network enters into force on 11 October. The act was published on 21 September; today the T-14 threshold is reached. It regulates the nomination of national units, the provision of data via EpiPulse and the implementation of technical protocols and quality checks. The competent authorities and participating entities concerned should verify the responsibilities, the submission format, the deadlines for the protocols and the handling of reports of invalid data. The practical importance is for the traceability and reliability of surveillance data; the regulation does not introduce a general new accreditation scheme for all medical laboratories.
Tocopherols: renewed authorisation enters into force on 11 October
EU · feed additives and laboratory control · adopted regulation — T–14
Implementing Regulation (EU) 2026/2084 renews the authorisation of certain tocopherol extracts from vegetable oils and alpha-tocopherol as antioxidants in feed for all animal species. It was published on 21 September and entered into force on 11 October — today’s alert is T–14. Manufacturers and laboratories must verify the identity, specifications, labelling and analytical methods with the Annex. There are conditional transitions for existing products linked to the dates of production and labelling, not an unlimited release of all stocks. For additives and premixtures, the key date is 11 April 2027; separate later dates apply for different feed categories.
Clinacox 0.5%: scope check before October 11
EU · poultry feed and additive control · adopted regulation — T–14
On 11 October, Implementing Regulation (EU) 2026/2086 for the diclazuril preparation Clinacox 0.5%, owned by Elanco GmbH, entered into force. This is a T-14 reminder for an act published on 21 September. The authorisation is for specific categories of chickens and not for all birds. The Annex sets out conditions of use, laboratory control and monitoring for Eimeria resistance; simultaneous use with other coccidiostats is prohibited. Feed businesses must check the formulations, species range, labels and batch records. The envisaged transitions for additives, premixtures and feedingstuffs have different conditions and should not be treated as a general postponement of the new authorisation.
L-isoleucine: the new authorization is for a specific production strain
EU · feed amino acids · adopted regulation — T–14
Implementing Regulation (EU) 2026/2087 authorises L-isoleucine produced with the specified strain of Corynebacterium glutamicum for all animal species. Publication date 21 September, entry into force 11 October; today is T-14. The authorisation does not automatically cover any product with the same chemical name. Suppliers and feed businesses must confirm the production strain, the identification number, the purity and the method of analysis in the application. For use in water, hygiene conditions and amino acid balance are essential, and for ruminants there is a specific condition for protection against rumen degradation. No general transitional regime for old stocks is established in this act.
Star anise oil has species-specific conditions
EU · feed flavourings and chemical analysis · adopted regulation — T–14
On 11 October, Implementing Regulation (EU) 2026/2090 on star anise essential oil as a feed flavouring additive enters into force. Today's reminder T–14 follows the act published on 21 September. The authorisation contains species-specific maximum levels and compositional restrictions, including for estragole and safrole; use in water for drinking is not authorised. Producers should check the botanical identity, the certificates of analysis provided and the total contribution of the relevant substances when combined with other additives. The transitional rules are conditional and depend on the product, the date of production and the labelling, therefore batch traceability remains crucial.
Volcanic clinoptilolite requires verification of purity and range
EU · mineral feed additives · adopted regulation — T–14
Implementing Regulation (EU) 2026/2091 authorises clinoptilolite of volcanic origin as an anti-caking additive for specifically listed categories of poultry and pigs. The act of 21 September entered into force on 11 October — T–14. It is not a general authorisation for all animals or for any technological function. The Annex sets out the mineral composition and limits for impurities, including nickel, respirable crystalline silica and asbestos. Manufacturers and laboratories must verify the source, analytical evidence and total quantity of clinoptilolite from all sources in the recipe. This act does not provide for a general transition for stocks to be borrowed from other feed authorisations.
Citronella oil: 14 days until new permit conditions
EU · feed flavourings and testing · adopted regulation — T–14
On 11 October, Implementing Regulation (EU) 2026/2128 on citronella oil obtained from Cymbopogon nardus as a flavouring feed additive entered into force. The document was published on 21 September; the alert is a calendar reminder T–14. The Annex sets out a chemical profile, a maximum content of methyl eugenol and different permissible levels according to animal species. It is intended for use in premixtures and use in drinking water is not permitted. Companies must match specifications and analytical protocols, including in combinations with other flavourings. Conditional stock transitions require demonstrable dates of production and labelling, not just the trade name of the product.
Xylanase: renewal and extension of the authorised scope
EU · feed enzymes and activity control · adopted regulation — T–14
Implementing Regulation (EU) 2026/2130 renews the authorisation of endo-1,4-beta-xylanase produced by Bacillus subtilis LMG S-15136 and extends the scope to all porcine species. It was published on 21 September and entered into force on 11 October — today’s threshold is T–14. The holder is Puratos NV and the application specifies the activity, control methods and conditions of use. Feed businesses must distinguish between the renewed and newly authorised uses, verify the enzyme activity and stability data. The transitional rules for the old authorised uses are not a general exemption for the newly extended scope and require traceability of production and labelling.
Nivegy-völgy / Nivegy-völgyi: defense begins on October 11
EU / Hungary · wine and protection of names · adopted regulation — T–14
On 11 October, Implementing Regulation (EU) 2026/2105 entered into force, registering Nivegy-völgy / Nivegy-völgyi as a protected designation of origin for wine. The act was adopted on 14 September and published on 21 September; today T–14 is reached. This is a final registration, not a call for objections. Producers, importers and traders using or planning to use the name should check the product specification, origin and right of use on labels and commercial materials. The change concerns the specific name and should not be presented as a new universal regime for all Hungarian wines.
FDA: one month left for objections to D2 yeast authorization
USA · food ingredients and regulatory procedures · final order — T–30
Today marks the T–30 Bulgarian calendar deadline for electronic objections to the FDA’s final order on inactive baker’s yeast with vitamin D2. The U.S. deadline is October 26, 11:59 p.m. Eastern Time, which corresponds to October 27, 5:59 a.m. Europe/Sofia. The order was published and is effective September 25; the objection procedure is not a general stay of its operation. Affected manufacturers and exporters should check the eligible foods, quantities, and specifications under 21 CFR 172.383 and, if necessary, prepare a reasoned objection. Paper submissions have a separate rule for receipt by the specified U.S. date.
Strategic Watch
MyHealth@EU: preparing for technical compliance checks
EU eHealth and technical compliance deferred application regime adopted - T-14
Implementing Regulation (EU) 2026/2083 enters into force on 11 October but applies from 26 March 2027. Today’s Strategic Watch is a T–14 until the first date, not a warning for the immediate start of all obligations. The regime governs MyHealth@EU, including technical compliance checks before connection, periodic checks and handling of identified non-compliances. National Units and Technical Actors must plan for evidence of testing, corrective actions and incident management. Critical findings are relevant for the authorisation of connection. This is a dedicated regime for infrastructure, not a general certificate for every hospital or healthcare application.
Health metadata: new specification, implementation from 2029.
EU · health data and interoperability · deferred application regime adopted - T-14
Implementing Regulation (EU) 2026/2098 lays down minimum elements and technical specifications for the description of health datasets through metadata. It was published on 21 September, entered into force on 11 October and applies from 26 March 2029. The T-14 reminder is strategic: organisations can plan for catalogues, identifiers, responsibilities and quality of descriptions without presenting future requirements as already applicable. Structured fields and controlled vocabularies linked to HealthDCAT-AP are foreseen. The review should cover metadata compatibility and access restrictions; describing a dataset does not imply publishing the patient data itself.
New case definitions are being prepared for implementation in 2028.
EU · epidemiological surveillance and laboratory data · deferred application regime adopted - T–14
Implementing Regulation (EU) 2026/2097 establishes a list of communicable diseases and specific health issues under European epidemiological surveillance and the corresponding case definitions. It was published on 21 September, entered into force on 11 October, but applies from 1 July 2028. Today’s T-14 alert is for preparation, not for an immediate change of all reporting procedures. Competent authorities and participating laboratories should plan a comparison of clinical, laboratory and epidemiological criteria, information fields and training. The definitions are for surveillance purposes and should not automatically be equated with universal clinical diagnostic rules or a new accreditation standard.
