New development

The concentration of nitric acid in the Bulgarian CLP text has been corrected.

EU / Bulgaria · chemicals, labeling and laboratory control · official correction

Corrigendum 2026/90787, published on 23 September, corrects a significant character in the Bulgarian text of Delegated Regulation (EU) 2020/1182. In the entry for nitric acid with index 007-004-00-1, the concentration designation is changed from „C ≤ 70 %“ to „C > 70 %“. This is a correction to an existing CLP entry and not a new general transitional period. Suppliers, manufacturers, laboratories and chemical safety officers should check the Bulgarian references, information sheets and checklists used. The corrected limit should be compared with the full entry before drawing conclusions for a specific mixture or label.

EU continues countervailing duty on glass fibers from Egypt

EU/Egypt composite materials, testing and import final measure after review

Implementing Regulation (EU) 2026/2107, published on 23 September, continues the definitive countervailing duty of 13.11% on continuous glass fibre products originating in Egypt. The act enters into force on 24 September following an expiry review; this is not a new rate increase announced. Importers and producers of composites should check the product description, origin and tariff classification. For the exemption of certain impregnated or coated rovings, the loss on ignition, as determined in accordance with ISO 1887, is relevant. Technical reports should allow a reliable link between the tested material and the imported batch.

Foot and mouth disease zones on the island of Lesbos have been updated

EU / Greece · livestock, veterinary control and supplies · decision adopted on emergency measures

Implementing Decision (EU) 2026/2148, published on 23 September, replaces the Annex with the restricted zones for foot-and-mouth disease in Greece following additional outbreaks on the island of Lesbos. The protection, surveillance and additional restricted zones referred to have a deadline of 31 December 2026. Breeders, transporters and traders must verify the exact origin of the animals and products, the applicable prohibitions and the veterinary documents. This is not a general prohibition for the entire territory of Greece. Today's publication should not be confused with the separate measures for sheep and goat pox, which are a different regime and a different disease.

Investigation begins into acetylsalicylic acid from China

EU / China · pharmaceutical raw materials and market access · anti-dumping proceeding — not a definitive duty

On 23 September, the European Commission opened an anti-dumping investigation into acetylsalicylic acid originating in China, identified with CAS 50-78-2. Notice C/2026/4913 does not establish definitive dumping and does not in itself impose a definitive duty. However, it triggers short deadlines: seven days for certain information on samples and 37 days for comments on the complaint and discovery. Importers, manufacturers and pharmaceutical chains should immediately check whether they fall within the product scope and organize evidence of supplies, costs and uses. The different procedural deadlines should not be replaced by a single common date.

Tierra del Vino de Zamora changes analytical and sensory criteria

EU / Spain · wine, laboratories and certification of origin · approved standard amendment to PDO

Publication C/2026/4917 of 23 September announces the approved amendment to the specification for Tierra del Vino de Zamora. The limits for volatile acidity, ageing potential and organoleptic descriptions intended for evaluation by a tasting panel according to the criteria of UNE-EN-ISO 17025 are changed. Separate labelling and traceability rules are also updated. This concerns the specific protected designation and not all wines in the EU. Producers, laboratories and certification teams must verify the working methods, acceptance limits and batch records with the full specification. The date of European publication is not automatically the date of national approval.

Technical rules for banking operational risk come into force

EU · banks, internal control and accounting evidence · new legal stage of already published acts

On 23 September, Regulations (EU) 2026/1166 and 2026/1167 on the calculation of the business indicator and operational risk loss data enter into force. The acts were published on 3 September; today's signal is about the legal stage reached. They specify the components of the indicator, the treatment of losses and the link with FINREP financial reporting. For credit institutions, this means checking the reconciliation between accounting data, regulatory calculations and internal control trails. Risk and audit teams should document the necessary adjustments, including when the transfer of values from FINREP is not unambiguous. This is not a universal requirement for all non-financial entities.

Euro 7: updated brake test reference enters into force

EU · cars, laboratories and type approval · new legal stage

Delegated Regulation (EU) 2026/1214, published on 3 September, enters into force on 23 September. It updates the brake emission test table in the Euro 7 framework by referring to UN Regulation No 179. Manufacturers of light vehicles and light commercial vehicles, suppliers of braking systems and test laboratories must check the normative reference used and the preparation of test files. This is a change in the technical framework, not a statement that all Euro 7 obligations start today. The deadline for a specific vehicle type and the applicable approval procedure must be assessed separately.

Updated restrictions on poultry shipments from the US begin to apply

EU / US · animal products and veterinary certification · entry into force - continued with a new legal stage

Implementing Regulation (EU) 2026/2149, published and reflected yesterday, has been in force since 23 September. Today's alert is for its entry into force, not a new document. The changes affect six additional zones in South Dakota, North Dakota and Minnesota in relation to highly pathogenic avian influenza. Importers should compare the origin, consignment category, production and zone dates with the current annexes to Regulation 2021/404. This is not a general ban for all US products. The veterinary certificate and zone code should be checked before accepting or sending an affected shipment.

Upcoming deadlines

Seven days until chlorpyrifos is included in the persistent pollutants regime

EU · chemicals, materials and analytical testing · reminder T–7

On 30 September, Delegated Regulation (EU) 2026/1423 enters into force, adding chlorpyrifos to Annex I of the persistent organic pollutants regime. This is a reminder seven days before the deadline, not a new publication of the act of 10 September. A limit of 0.01 mg/kg is set for unintentional trace contamination in substances, mixtures and articles, without specific exemptions for uses. Manufacturers, importers and laboratories should check material specifications, data from suppliers and the suitability of methods for such low concentrations. This value is not a maximum residue limit in food and does not replace individual food safety rules.

India's QCO suspension for linear alkylbenzenes expires

India · chemicals, detergents and export certification · reminder T–7

The Indian official notification SO 3456(E) temporarily suspends the implementation of the Linear Alkylbenzene Quality Control Order for the period from July 1 to September 30, 2026. Today is one week until the end of this period. Exporters, Indian importers and detergent manufacturers should check the readiness of certification documents and the conditions for subsequent deliveries. The BIS public reference table indicates September 30 as the implementation date, while the primary act includes this day in the suspension. Therefore, the specific operation requires confirmation of the regime from October 1 and verification for a possible subsequent extension.

Seven days until the end of the British shipping safety consultation

United Kingdom maritime transport and inspection consultation - reminder T–7

The UK Maritime and Coastguard Agency’s consultation on the draft Merchant Shipping (Safety of Navigation) Regulations 2027 closes on 30 September. The procedure was launched on 2 September; today’s reminder does not mean that the draft is already law. The proposals affect the implementation of SOLAS, including reporting of lost containers, navigational equipment and separate visibility requirements. Shipowners, operators, surveyors and suppliers operating in the UK market should compare the draft with the procedures used and evidence of maintenance. Comments should distinguish technical difficulties from existing international obligations.

FDA: Deadlines approaching for opinions on 2027 flu vaccines.

USA / international · vaccines, testing and regulatory filings · reminder T–7 during Sofia time

The FDA Advisory Committee will discuss the strain composition of the 2027 Southern Hemisphere influenza vaccines on October 1. Written comments received by September 24 will be provided to the committee. The general electronic deadline is September 29 at 11:59 p.m. EST — September 30 at 6:59 a.m. Sofia. Today’s alert is a T–7 reminder of this deadline. Manufacturers and laboratories should review the evidence they can submit and the rules for confidential data. The meeting is advisory and does not, in itself, constitute final approval of a product or formulation.

France: upcoming stage for protection zones against avian influenza

EU / France · poultry and veterinary control · reminder T–7 for zonal deadline

Implementing Decision (EU) 2026/2109 sets 30 September as the specified end date of the protection measures for the specific French zones in Maine-et-Loire. From 1 to 9 October, the same territories are included in the surveillance regime. This is a reminder seven days before the zonal stage and not a declaration of free movement after 30 September. Poultry farmers, traders and transporters must check the address of the establishment against the described boundaries and the national orders in force. The expiry of one type of zone does not automatically end all restrictions and new outbreaks may lead to a subsequent change.

Strategic Watch

Recycled content: accredited verification regime in place

EU · plastics, traceability and accredited verification · current baseline

Implementing Decision (EU) 2026/1425 lays down rules for the calculation and verification of the recycled content of PET beverage bottles, including in certain chemical recycling routes. The act was published on 3 July and entered into force on 23 July; it is included here as a previously unsubmitted baseline following a signal from the European Accreditation Organisation on 22 September. On-site checks by an accredited verifier are foreseen for certain operators – annually, and for micro, small and medium-sized enterprises every three years. The affected chains must verify the scope, batch declarations, material balance and five-year retention of evidence. The requirement does not apply equally to every plastics converter.

EESC places certification in the future framework for a circular economy

EU · secondary raw materials, certification and traceability · international strategic signal - opinion

The European Economic and Social Committee's Opinion C/2026/4650, published on 23 September, recommends that the future framework for the circular economy should include clearer mechanisms for traceability, certification, labelling and technical standards for secondary raw materials. The Opinion was adopted on 17 June and is not a new regulation or mandatory certification scheme. Its importance for recyclers, manufacturers and TIC organisations is in the direction of future proofing of quality and circularity. Compliance teams should monitor legislative developments and assess to what extent the available data on material flows and product characteristics can support verifiable claims.

RESourceEU: alert for digital evidence in critical raw materials chains

EU / international · critical raw materials, recycling and sustainability · international strategic signal - opinion

Opinion C/2026/4655, published on 23 September, examines the RESourceEU plan and the sustainability of critical raw materials chains. The European Economic and Social Committee supports digital documentation for waste shipments and better traceability through the digital product passport, highlighting environmental and social safeguards. The document was adopted on 17 June and does not create new obligations on its own. For extractive, processing and recycling companies, it outlines possible areas for future checks on origin, material status and due diligence. Organisations should assess the link between suppliers, material records and public sustainability claims, without presenting the recommendations as a new, effective standard.

The EESC supports the project to ban the export of mixed municipal waste for recovery

EU · waste, transboundary movements and control · international strategic signal - legislative stage

On 23 September, the European Economic and Social Committee published Opinion C/2026/4660 in which it supported the proposal to ban the export of mixed municipal waste destined for recovery. It concerns an amendment to Regulation (EU) 2024/1157 and was adopted on 17 June. The publication of the opinion does not mean that the proposed ban has already been finally adopted or is applicable. Waste operators, traders and inspection teams should follow the legislative procedure and assess the dependencies of contracts on cross-border exports. The type of waste, the destination and the recovery purpose must be clearly distinguished.

FDA issues conditional final rule on nonclinical terminology

United States · Pharmacy, Laboratories and Drug Development · International Strategic Signal — Conditional Final Rule

The FDA published a direct final rule on September 22 to replace certain references to animal testing with the broader terminology for nonclinical studies. The effective date is February 4, 2027, but it is conditional: substantial objections by December 7, 2026 could result in the rule being withdrawn. The FDA specifically states that the change does not introduce any new requirements. Drug developers, laboratories, and contract research organizations should verify the terms in their procedures and regulatory filings. This is not a blanket ban on animal testing and does not automatically imply acceptance of every alternative methodology.

NHTSA completes THOR-50M test dummy design

USA · automotive testing and safety · consulting

On September 22, NHTSA published a supplemental proposal for the THOR-50M specification, an advanced frontal vehicle test dummy. An additional spine module configuration and an alternative face material are being discussed. Comments are being accepted until October 22, 2026. This is a draft supplement and does not require laboratories to immediately replace their equipment. Automakers, test system suppliers, and laboratories operating in the U.S. market should evaluate the impact on repeatability, comparability of results, and configuration management. Review of the final regulatory text is required before making an investment decision.

NRC issues updated guidance for assessing flooding at nuclear projects

USA · nuclear energy, engineering assessments and assurance · international strategic signal — final guidelines

On September 22, the U.S. Nuclear Regulatory Commission announced the issuance of Regulatory Guide 1.59, Revision 3, and the new Regulatory Guide 1.256. The documents address design flooding and the consequences of containment failures for new nuclear projects. They are regulatory guidance, not stand-alone new law or automatic amendments to any existing license. Engineering organizations, evaluators, and suppliers involved in U.S. projects should review the hydrological assumptions used, input data, and traceability of assessments. The full applicable scope should be agreed with the specific licensing process before modifying design criteria.

FCC adopts new opinions on radio frequency exposure and testing

USA · radio equipment, electromagnetic safety and laboratories · consulting

A September 22 Federal Register publication opens a period until October 22 for additional comments on the rationale for the FCC’s RF exposure rules. Issues related to procedures for portable devices, long-term exposure, and different user groups are also covered. The procedure follows a judicial remand for additional reasoning; it does not, in itself, change the current limits. Manufacturers, exporters, and laboratories should verify that they have relevant data on test approaches and separate empirical results from assumptions. The alert is separate from other US consultations on a similar health topic.

FAA proposes measures against cracks in A300 main landing gear

USA / international aviation chains · aviation, maintenance and inspection · consultation - draft airworthiness directive

The FAA published a draft directive on September 22 for certain Airbus A300 and A300-600 aircraft related to cracks in main landing gear components. The proposal calls for replacement of affected components and restrictions on their subsequent installation. The comment deadline is November 6, 2026. Operators, repair organizations, and inspection teams should verify the exact model, configuration, and part numbers against the draft. It is not yet a final U.S. directive. Existing European requirements to which the document refers are being evaluated separately and are not being deferred simply because the U.S. consultation is ongoing.

FAA considers shorter life for A350-941 fuel control modules

USA / International Aviation Chains · Aviation and Technical Resource Management · Consultation - Draft Airworthiness Directive

The FAA draft, published on September 22, affects certain hydromechanical engine control modules on the Airbus A350-941. It proposes replacing the affected modules before reduced service life limits and controlling the permissible reassembly. Comments are accepted until November 6, 2026. For operators, repair organizations and suppliers, the practical task is to track the configuration, accumulated service life and history of the parts. The document is a draft US directive, not a definitive new obligation for every A350. Before planning technical actions, the exact applicability and already existing requirements of the competent aviation authority should be checked.

FAA proposes inspections of Bell 429 sliding doors

USA / international aviation chains · helicopters, maintenance and inspection · consultation - draft airworthiness directive

On September 22, the FAA published a draft inspection and modification proposal for Bell 429 sliding doors following incidents where opening from the inside could be difficult. It addresses contact marks on certain components and rails, corrective actions, and a change in the roller mechanism configuration. The comment period is November 6, 2026. Operators and maintenance organizations should compare their aircraft equipment to the exact scope of the project and review available inspection records. This is not a final U.S. directive and does not supersede current instructions or obligations in the relevant jurisdiction.

Updated airworthiness restrictions proposed for AB139 and AW139

USA / International Aviation Chains · Helicopters, Inspections and Resource Management · Consultation - Draft Airworthiness Directive

The FAA is proposing a new directive for certain Leonardo AB139 and AW139 aircraft on September 22 to replace AD 2022-02-12. The draft includes more restrictive resource limits and maintenance tasks by updating the applicable airworthiness sections and inspection programs. Comments are being accepted until November 6, 2026. Operators and repair organizations should compare controlled versions of their programs with the specified documentation, without confusing existing obligations with the proposed amendments. The US procedure is in the consultative stage; for a specific helicopter, the jurisdiction, configuration, and current approved program are checked.

PHMSA discusses changes to pipeline and tank inspections

USA · pipelines, inspection and technical integrity · consultation - meeting on three projects

PHMSA announces a Liquid Pipeline Advisory Committee meeting on October 21 for three projects related to tank inspections, remote cathodic protection monitoring, and valve inspection schedules. Written comments for preliminary review are due October 7, registration is due October 17, and additional comments after the meeting are due November 20. These are proposed, not final, revised inspection intervals. Operators, inspection authorities, and suppliers with U.S. market operations should evaluate the technical evidence for risk-based and remote inspections. Individual projects maintain separate administrative files.

The review of the product scope of European steel measures remains open

EU · steel, customs classification and supply chains · consultation - first coverage

The European Commission is accepting comments on the first review of the product scope of Regulation (EU) 2026/1384. The consultation opened on 30 July and will close on 30 September at 23:59 CEST — 1 October at 00:59 Sofia time. The possible inclusion of certain cast iron pipes, wires and forged bars is being considered. This is the first reflection of the open procedure, not a newly adopted change in scope. Manufacturers, importers and industrial users should check the exact Combined Nomenclature codes and prepare evidence of the impact on supplies. Participation in the consultation itself does not repeal the measures in force.

CEN–CENELEC prepares technical committees for changes in EN development

Europe · standardization and participation in technical committees · international strategic signal

CEN–CENELEC is organising a repeat online session on 1 October for the first set of changes to the development of European standards since the session on 22 September. The official programme indicates shortened voting stages and simplified procedures that technical committees need to be aware of before implementation. This is not the publication of a new product standard or a change to company certificates. For national experts, chairpersons, secretaries and project managers, the signal is practically important when planning opinions and participation. Registration and up-to-date procedural documents should be checked; the programme itself does not specify all the new deadlines.

Deadline for requesting a review of anti-dumping measures on Indian cast iron pipes

EU / India · pipeline systems, construction and market access · international strategic signal - impending leak

Notice C/2026/4910 of 23 September warns of the impending expiry of the anti-dumping measures on ductile iron pipes and tubes originating in India. The date indicated is 17 June 2027, unless a review is initiated. EU producers may request such a review with sufficient evidence no later than three months before that date. This is not a decision to lift the duty today. Importers, producers and infrastructure providers should follow the procedure when assessing long-term contracts and costs. The anti-dumping regime should be considered separately from the countervailing duty on the same products.

Separate deadline for review of the countervailing duty on Indian cast iron pipes

EU / India · pipeline systems and international supplies · international strategic signal - impending leak

In a separate notice C/2026/4911 published on 23 September, the European Commission sets 17 June 2027 as the expiry date of the countervailing duty on ductile iron pipes and tubes originating in India, unless a review is initiated. The request from EU producers must be supported by evidence and submitted no later than three months in advance. This is a separate anti-subsidy proceeding, not a duplicate of the anti-dumping notice. Importers and suppliers must maintain separate monitoring of the two regimes. Neither regime is automatically terminated by today's notice and contractual assumptions require subsequent verification.
