Global ACI updates accreditation scope for CORSIA

International/ICAO · Aviation and Carbon Verification · Accreditation Change

On 13 August, the Global Accreditation Cooperation Incorporated (Global ACI) announced an update to the CORSIA sub-scope of the multilateral mutual recognition agreement. The third edition of the ICAO CORSIA Environmental Technical Manual, Volume IV, has been replaced by the fourth edition in the current regulatory scope. The change affects accreditation bodies, CORSIA validation and verification bodies and operators relying on recognised aviation emissions reports. No separate transition period has been announced. Bodies should align their procedures, competences, audit checklists and scope with the fourth edition and check the guidance of their accreditation body before accepting new or ongoing commitments.

EU updates emergency zones for sheep and goat pox in Bulgaria

Bulgaria/EU · Animal husbandry, official controls and laboratories · Emergency measure

The European Commission has published Implementing Decision (EU) 2026/1945 following six additional outbreaks of sheep and goat pox in Bulgaria. The act replaces the areas under the previous decision and covers parts of the Plovdiv, Haskovo, Stara Zagora, Pazardzhik and Blagoevgrad regions. The periods for the protection and surveillance zones vary depending on the outbreak and extend until 31 December 2026. Livestock establishments, transporters, veterinary operators, laboratories, official controls and buyers along the chain are affected. Before the movement or receipt of animals and products, the exact address must be checked against the Annexes, the zone in force at the date of consignment and the applicable veterinary certificates and restrictions.

New multiplier for Euro 7 emission durability testing

EU · Automotive sector and emission testing · Delegated Regulation

By Delegated Regulation (EU) 2026/1216, the European Commission sets a multiplier of 1.2 for gaseous pollutants when testing the additional durability of vehicles of categories M3, N2 and N3. The act amends Annex IV to Regulation (EU) 2024/1257 and enters into force on 2 September 2026. The change is directly relevant for vehicle and engine manufacturers, technical services, testing laboratories, type-approval authorities and emission data providers. They should update their test plans, calculation tools, technical files and contractual terms of reference to ensure that the proof of compliance uses the correct multiplier for the applicable category and durability period.

New procedure for high-risk plants and plant products

EU · Plants, phytosanitary control and market access · Delegated Regulation

Delegated Regulation (EU) 2026/1195 establishes the procedure for adding plants, plant products and other objects to or removing them from the provisional list of high-risk commodities. Until the risk assessment is completed, the introduction of the provisionally included commodities into the EU remains prohibited. The act was published on 14 August and enters into force on 3 September 2026. Requests from Member States must include a technical dossier with data on commercial interest, interceptions, pests, production and potentially unacceptable risk. Importers, exporters, competent authorities, laboratories and risk assessment experts should prepare traceable evidence, contacts and justified confidentiality requests.

Romania expands sheep and goat pox zones

Romania/EU · Livestock and cross-border supplies · Emergency measure

By Implementing Decision (EU) 2026/1943, the European Commission updated the restricted zones in Romania following an additional outbreak of sheep and goat pox in Iași County. The protection zones are set until 16 September, the surveillance zones until 4 October, and for some areas the additional restrictions continue until 3 November 2026. The alert is important for Romanian suppliers and Bulgarian or other European buyers, transporters, veterinary operators, laboratories and official controls. Before concluding or executing a supply, the location and origin of the animals or products, their eligibility for movement on the specific date and the validity of the veterinary documents must be checked.

Upcoming deadlines

T–30 on ENISA consultation on certification of managed security services

EU · Cybersecurity and Certification · T–30 consultation

ENISA's public consultation on the draft European Certification Scheme for Managed Security Services (EUMSS) closes on 13 September 2026. This is a reminder of the T-30 threshold and not a new legal act. The draft proposes horizontal requirements for all managed services and a vertical module for incident response, with assurance levels of "basic", "substantial" and "high". Managed security service providers, future certification and accreditation bodies and clients of such services are affected. Organisations must assess the impact on evidence, competence, continuity, incident management and the audit model and submit reasoned opinions by the deadline.

Strategic Watch

Global ACI took over the international functions of IAF and ILAC

International · Accreditation and Conformity Assessment · Current baseline

As of January 1, 2026, Global Accreditation Cooperation Incorporated is the operating international organization that has taken over the functions and responsibilities of IAF and ILAC after the cessation of their active activities on December 31, 2025. This is not a new development from today, but a necessary baseline for the correct interpretation of international recognition. The change affects accreditation bodies, laboratories, certification and inspection bodies, validation and verification bodies and users of their results. Procedures, contracts, public references and checks of MRA/MLA status should be updated, with legacy documents being mapped to current Global ACI documents and scopes, without automatically being considered invalid.

FSSC 22000 Version 7 is now in the international MRA scope

International · Food and Systems Certification · Current baseline

Global ACI has included FSSC 22000 Version 7 in the regulatory scope of the multilateral recognition agreement, in parallel with Version 6 during the transition period. The Version 7 scheme itself was published in May 2026; Version 6 audits are eligible until 30 April 2027, and Version 7 upgrade audits are conducted from 1 May 2027 to 30 April 2028. This is a working baseline for accreditation bodies, certification bodies, auditors and certified food chain organizations. They should plan for gap analysis, training and retraining, changes to audit programs and evidence of competence, and confirm the individual schedule with their certification or accreditation body.
