On 16 September, ISO published the sixth edition of ISO 9001. The official catalogue now designates ISO 9001:2026 as a published standard, rather than a draft or expected edition. ISO’s presentation highlights clearer requirements, a culture of quality, leadership and a separate consideration of risks and opportunities. Organizations and certification bodies should begin a gap analysis, training of personnel and a review of documents and audit programmes. The publication and withdrawal of the previous edition from the catalogue does not automatically invalidate all existing certificates. The specific transition should be agreed with the applicable accreditation rules and the certification body.
Plastics in contact with food: the transitional limit has been reached

From 16 September 2026, new first placing on the market of plastic materials and articles intended to come into contact with food can no longer rely on the transitional exemption under Regulation (EU) 2025/351. Article 4 allows articles compliant with the previous rules and first placed on the market before that date to remain on the market until stocks are exhausted. This is not a general obligation to recall all available packaging. Manufacturers, importers and food business operators must distinguish batches by the proven date of first placing, check the declarations of conformity and supporting documents. Deliveries after this cut-off date require verification against the updated requirements, not just the date of manufacture.
New African Swine Fever zones come into effect

As of 16 September, Implementing Regulation (EU) 2026/2094, published the day before, replaces the annexes with African swine fever zones to Regulation 2023/594. The changes, motivated by new outbreaks and developments in the epizootic situation, concern Finland, Hungary and Poland and are already in force. For breeders, traders, transporters and processors, this means checking the specific origin, the zonal regime and the necessary veterinary documents before a planned shipment. It should not be assumed that all territories in the replaced annex are newly affected. Bulgarian operators with supplies from the indicated markets must check the addresses of the sites and the conditions for movement, and not only the country of origin.
Registration of imports of certain alkaline batteries from China begins

From 16 September 2026, customs authorities must register imports of certain cylindrical primary alkaline manganese dioxide cells and batteries originating in China. Implementing Regulation (EU) 2026/2049 was published on 15 September and covers the products covered by CN code 8506 10 11, not all types of batteries. The registration is for a period of nine months and is linked to an ongoing anti-dumping investigation. It does not mean that a new duty has already been imposed; any possible retroactive collection of duties depends on subsequent findings and legal conditions. Importers and distributors should check the classification, origin, product exemptions and traceability of the affected supplies.

T–7: Reconcile business indicator with FINREP

On 23 September, Implementing Regulation (EU) 2026/1166 on the correspondence between the components of the business indicator for operational risk and the FINREP reporting templates enters into force. The act published on 3 September does not automatically make supervisory data sufficient for every calculation: where there is no full correspondence, justified adjustments are required according to the related methodology. The remaining week is a practical limit for checking the sources, transformations and responsibilities of the data. The credit institutions concerned should reconcile the mapping between reporting cells and components, document the differences and ensure a traceable audit trail for internal audit and supervisory review.
T–7: the new taxonomy for operational risk losses

Delegated Regulation (EU) 2026/1167 enters into force on 23 September and specifies the requirements for operational risk, including the classification of events and losses. The act was published on 3 September and is separate from the technical mapping to FINREP. Two-level categories and applicable attributes are defined for the relevant datasets; an event may be linked both to ICT and to an external provider, so these attributes should not be treated as mutually exclusive. Banks should check internal registers, coding rules and the link to control procedures. Consistent data and evidence for the classification is needed, not just a renaming of existing fields.
T–7: new reference for laboratory brake emission testing

Delegated Regulation (EU) 2026/1214, published on 3 September, enters into force on 23 September. It updates Table 4 of Annex III to Euro 7 and refers the brake emissions test for categories M1 and N1 to UN Regulation No 179. This is a change of the regulatory test reference and not a new common date for the application of all Euro 7 requirements. Manufacturers, technical services and laboratories should verify the procedures, equipment, competence and scope of the applicable assessments. It is necessary to check which revision of the method is used in the test evidence and how it is reflected in the approval documentation.
T–14: chlorpyrifos enters the list of persistent pollutants

Delegated Regulation (EU) 2026/1423, which adds chlorpyrifos to Annex I of the persistent organic pollutants regime, enters into force on 30 September. The act, published on 10 September, does not provide for exemptions for specific uses and sets a limit of 0.01 mg/kg for unintentional trace contamination in substances, mixtures and articles. This value should not be presented as a maximum residue limit in food. Manufacturers, importers and laboratories should review the materials concerned, the data from suppliers and the suitability of analytical methods. The remaining two weeks are a deadline to check the compliance of specific products and to document the necessary actions.
T–14: India's LAB regime suspension expires

The specified period of suspension of the Linear Alkyl Benzene Quality Control Order, 2022, will end on 30 September 2026. The official notification SO 3456(E) dated 25 June specifies the period from 1 July to 30 September inclusive. This is a reminder of the end of the exemption and not a new ban or a new initial requirement. Exporters, manufacturers and importers supplying to India should check the applicable compliance conditions after this date and whether any subsequent extension has been published. Contracts, certificates and planned supplies after 1 October should be aligned with the confirmed current regime.
T–7: verification of the transition between avian influenza zones in France

Implementing Decision (EU) 2026/2056 sets 23 September as the end date for the protection zone around the outbreak of FR-HPAI(P)-2026-00021 in Maine-et-Loire. For the same affected territories, the Annex provides for a surveillance regime from 24 September to 2 October. Therefore, the passage of the first date does not imply free movement without veterinary inspection. Operators supplying poultry and related products must verify the specific address, category of consignment, permits and movement documents. The reminder is at the T-7 threshold and not a new declaration of an outbreak. Checking for subsequent European amendments and French orders in force is required before dispatch.

The European Commission is accepting opinions on the envisaged general approach to the principle of „do no significant harm“ — DNSH — in the 2028-2034 multiannual financial framework by 16 September. The current consultation form confirms the deadline and discusses proportionality, administrative burden, criteria and demonstration of approaches. This is a draft framework, not a newly adopted requirement for all European projects. Managing authorities, businesses, consultants and evaluators can submit practical examples of difficulties in demonstrating compliance. This is our first coverage of a consultation that is closing; interested parties should check the form immediately, without accepting an unconfirmed closing time.
T–14: Britain discusses new rules for safe navigation

The UK Maritime and Coastguard Agency is accepting comments on the draft Merchant Shipping (Safety of Navigation) Regulations 2027 until 30 September. The consultation opened on 2 September and looks at a replacement for the 2020 regulations, including reporting of lost or sighted containers and issues around the enforcement of navigation requirements. This is not law and should not be used as a basis for immediate changes to certificates. Shipowners, operators and inspection service providers can assess the impact on procedures, reporting and evidence of compliance. The T–14 reminder allows for the preparation of a reasoned opinion and verification of the specific scope for the ships affected.
T–14: comment deadline on influenza vaccines for the Southern Hemisphere

FDA is accepting public comments on the VRBPAC meeting on the composition of influenza vaccines for the 2027 Southern Hemisphere season. The electronic deadline is September 29 at 11:59 p.m. EDT (Eastern Time), or September 30 at 6:59 a.m. Sofia time — T–14 on the Bulgarian calendar. Comments received by September 24 will be provided to the committee for the October 1 meeting. This is separate from the oral participation request deadline and is not a final decision on a vaccine composition. Manufacturers and regulatory teams should review the evidence, applicability, and confidentiality rules before submitting to the public record.
FSA outlines two models for future control of large food chains

In a report to the board updated on 15 September, the UK Food Standards Agency proposes developing two models for national control of large food retailers. One would involve the FSA directly assessing company data and audit evidence, and the other would see the agency take over as the competent authority for these businesses. The report seeks approval for the next stage; it does not evidence a decision has already been made or a new regime introduced. The national approach would start with large retailers in England, with a formal consultation planned for 2027. Suppliers and audit teams should monitor how evidence of compliance is determined and how it interacts with local controls.
Ofgem updates priorities for energy codes

On 15 September, Ofgem published its decision on the second preliminary Strategic Direction Statement for the energy codes. The document re-prioritises network projects, systemic risk management, flexibility and market data, including areas where immediate work on code changes is required. The preliminary framework is to be converted in stages following the relevant designation of the Retail Energy Code and the Balancing and Settlement Code. This does not mean that all future amendments have already been adopted or that the UK is already participating in the EU electricity market. Operators and suppliers should follow the applicable workflows, technical dependencies and future evidence of compliance.
Extended monitoring of ethanol imports begins

Implementing Regulation (EU) 2026/2047 continues the ex-post monitoring of imports of certain renewable ethanol for fuels. The act was published on 15 September, applies from today, 16 September 2026, and provides for monitoring until 15 September 2029. The data are submitted by Member States after the actual import. This is not a new permit, quota or stand-alone sustainability certification scheme. For importers and operators in the fuel chain, the practical check is whether the product falls within the codes in the Annex and whether the classification, origin and customs records are consistent. It signals a lasting trade-monitoring framework, not an unconfirmed future restriction.
ISO 9000:2026 is the starting terminology base for the new cycle

Published on 27 May, ISO 9000:2026 is the fifth edition of the standard on quality management fundamentals and vocabulary. We are presenting it as a necessary working basis in connection with today's publication of ISO 9001:2026, and not as a new standard from September. It supports a common understanding of terms when establishing, maintaining and auditing management systems and is not a stand-alone certification standard. Organizations, trainers and auditors should check the consistency of the definitions used, training materials and internal documents. The practical priority is to apply the terminology unambiguously, without mechanically mixing different editions.
