New development

The preparatory stage of the new car circularity regime begins

EU · automotive industry · partial implementation of a regulation

From 14 September 2026, explicitly listed provisions of Regulation (EU) 2026/1738 on the circularity of vehicles and end-of-life vehicle management apply. Among them is the obligation for the European Commission to develop a methodology for calculating and verifying reusability, recyclability and recoverability. This is a preparatory regulatory stage and not the start of all requirements for manufacturers: the general date of application is 1 September 2028, with individual exceptions. Manufacturers, component suppliers and assessment bodies should differentiate the deadlines and plan for traceable material data and verification of information along the chain.

The new call for European energy projects PCI/PMI is open

EU · energy infrastructure · start of application

On 14 September, the European Commission opens new categories for applications for the third Union list of projects of common and mutual interest - PCI/PMI. For electricity projects, the deadline is 13 November 2026; for smart grids and TEN-E Article 24 projects - 4 December. This is a selection procedure, not a status or a new certification scheme. Developers and their partners should check the eligible category, the cross-border benefit and the necessary technical and economic evidence. Early verification of project data and assessments is important for the traceability of the application and subsequent control.

Upcoming deadlines

Last day for comments on chromium trioxide in technical ceramic coatings

United Kingdom · industrial coatings · UK REACH consultation

HSE is accepting submissions on possible alternatives to chromium trioxide on application AFA074-01 from SCA Ceramic Coatings. The scope is the bonding and sealing of porous coatings for durable technical ceramic surfaces, including for oil and gas equipment and steelmaking. The consultation closes on 14 September 2026 at 23:59 London time - 01:59 Sofia time on 15 September. This is an initial application for authorisation, not an authorisation issued. Suppliers of substitutes, test laboratories and affected manufacturers can submit evidence of the technical suitability of the alternatives, distinguishing between public and confidential information. The deadline is reflected for the first time.

Consultation on chromium trioxide in stainless steel coloring expires

United Kingdom · metal products · UK REACH consultation

The separate HSE consultation on AFA072-01 for Rimex Metals considers alternatives to chromium trioxide as an oxidising and curing agent in the colouring of stainless steel using the INCO process. The deadline is 14 September 2026, 23:59 London time, or 15 September, 01:59 Sofia time. The procedure is under a review report of an authorisation, not a new general authorisation of the substance. The chains of architectural, transport and other products with requirements for durability of coatings are affected. Manufacturers and laboratories should check the possibility of providing comparative data on alternatives, durability and performance. This is the first reflection of the specific deadline.

Codex seeks comments by 20 September on priorities for reviewing contaminant standards

International · food and laboratory control · official consultation

By Circular Letter CL 2026/64-CF, Codex Alimentarius is seeking proposals on which standards for contaminants in food should be reviewed as a matter of priority. The deadline is 20 September 2026. The procedure covers maximum levels, codes of practice and associated sampling plans; it does not introduce new permissible concentrations. Producers, laboratories and industry organisations should assess where they have data to justify the need for an update. Comments are to be submitted through the Codex Member and Observer Contact Points in the official comment system. The topic is important for future specifications, sampling and proof of compliance in international trade.

Strategic Watch

The mandatory deadlines for transition to ISO/IEC 17024:2026 have been announced

International · certification of persons · current accreditation rule - first coverage

Global Accreditation Cooperation Incorporated has introduced mandatory transition rules to ISO/IEC 17024:2026 for participating accreditation bodies and accredited certification bodies of persons. The document applies from 9 September 2026. Accreditation bodies must declare a ready process by 1 October 2027; certification bodies — to declare readiness by 31 March 2028. The transition of accreditations must be completed by 31 March 2029. Bodies should plan an analysis of differences, competence and changes in procedures, including the use of AI. The rule is presented as an already effective starting point, not as news from today; the transition of individual certificates requires a separate verification.

FDA Accepts Delayed Exclusion of Two Active Ingredients from Sunscreen Monograph

USA · sunscreen products · adopted administrative order with deferred effect — first coverage

FDA’s final administrative order OTC000008–1, issued on 11 September 2026, removes PABA and trolamine salicylate as sunscreen active ingredients from monograph M020. Its scheduled effective date is 11 September 2027, unless the applicable dispute procedure changes that date. Once effective, the monograph pathway will no longer cover products containing these ingredients; marketing would require an approved drug application. Manufacturers and exporters to the United States should review formulations, regulatory status and transition plans. The order does not finalise all other sunscreen proposals. This is the first MOODY NEWS coverage of an already issued order, not a new prohibition taking effect today.

The Netherlands notifies technical requirements for heat supply and metering

Netherlands / EU · heat supply and metrology · notified project

On 14 September 2026, the Netherlands notified in TRIS draft 2026/0497/NL with technical requirements for domestic hot water, temperature and flow measurement, remotely readable distributors and subscriber heat modules. The notification provides for the use of technical standards and independent expert assessment for certain replacement devices, as well as a mutual recognition clause. The indicated end of the waiting period is 15 December 2026; this is not a date of entry into force. Manufacturers, importers, laboratories and operators supplying the Dutch market should review the scope and evidence of technical suitability. The draft does not yet have to be implemented as a final adopted requirement.

EMA extends scientific review of amoxicillin dosing in pigs

EU · veterinary medicines · scientific procedure and planned consultation

The European Medicines Agency's CVMP decided at its meeting of 8-10 September to extend the timetable for the scientific review of amoxicillin as the sole active substance in medicines for respiratory diseases in pigs administered via water or feed. A two-month public consultation is foreseen before the final scientific opinion; its start and end dates are not confirmed here. The procedure remains under evaluation and does not constitute a new mandatory dosing. Authorisation holders, veterinary manufacturers and evaluators should monitor the dossiers and prepare relevant efficacy, exposure and residue data. The decision is reflected for the first time after further verification.

International · food inspection and certification · early strategic signal
