The main document is the Mill Test Certificate with the country and the number of the melt. During the first year, in the absence of such a certificate, the specified alternative evidence subject to customs control may also be considered. Failure to declare or lack of appropriate verifiable evidence leads to a refusal of the import. Importers must now coordinate the data with manufacturers and suppliers, check the link between documents and batches and prepare the declaration using the relevant TARIC codes. Stand-alone alternatives are only provided until 30 September 2027.<\/p>\n<h3>EUCC: limited transition ends for two security profiles<\/h3>\n<p>EU \u00b7 Cybersecurity and ICT Certification \u00b7 EUCC Transition Threshold Reached<\/p>\n<p>On 1 October, a specific transition limit was reached under the European EUCC scheme. Implementing Regulation (EU) 2025\/2462 allows the document &quot;ADV_SPM.1 interpretation for CC:2022 transition&quot; for processes started before this date, for two explicitly specified security profiles: Security IC Platform and Java Card System \u2014 Closed Configuration. For new applications, manufacturers, assessment laboratories and certification bodies should verify the applicable versions and the evidence of the start of the process. This is not a general expiry of EUCC certificates and does not cover all Java Card profiles in the same way. The decision for a specific file should be documented against the exact profile and regulatory transition.<\/p>\n<h3>ATEX: reference to EN 14983:2007 is withdrawn<\/h3>\n<p>EU \u00b7 Mining equipment and explosion protection \u00b7 Harmonized standard milestone reached<\/p>\n<p>As of 1 October, the reference to EN 14983:2007 for equipment and protective systems for the extraction of coal-fired gas is withdrawn. The date is set by Implementing Decision (EU) 2025\/597; this is a transitional stage and not a new act from today. The current reference is to EN 14983:2024 in the ATEX framework. Manufacturers and notified bodies must check the technical basis used, the declarations and the scope of the assessment. The withdrawal of the old reference affects the presumption of conformity but does not mean an automatic invalidation of all certificates issued or a general ban on equipment already in circulation. A product-specific assessment is required.<\/p>\n<h3>New zones and deadlines for sheep and goat pox<\/h3>\n<p>Bulgaria \/ EU \u00b7 Livestock and veterinary control \u00b7 Decision adopted - amendment of restrictions<\/p>\n<p>Implementing Decision (EU) 2026\/2207, published on 1 October, replaces the zones and deadlines under the European measures against sheep and goat pox in Bulgaria. Outbreaks from 1\u201323 September are reflected; the document does not mean that all of them occurred today. For Blagoevgrad, the new minimum deadlines are 21 October for the protection zones and 8 November for the surveillance zones, while for Plovdiv the restrictions reach 31 December. Farms, transporters and processors must check the address of the site and the permitted movements with the new annexes and national orders. The old calendar under Decision 2026\/2052 is no longer a reliable basis. The expiry of a specified date does not automatically exempt every delivery.<\/p>\n<h3>India introduces general safety regime for electrical appliances<\/h3>\n<p>India \u00b7 electrical products \u00b7 Start of implementation of adopted act<\/p>\n<p>The Indian Domestic, Commercial and Similar Electrical Appliances Safety Order, SO 1739(E) dated April 6, will come into general application from October 1, 2026. The covered products are required to comply with the specified Indian Standard and BIS Standard Mark under the applicable licensing regime. The scope also includes certain DC or battery powered appliances but excludes products regulated by other orders. Exporters and manufacturers should check the classification, testing and licensing readiness before shipping to India. Later deadlines for certain establishments and special exemptions are not general exemptions. For existing stocks, separate verification of declaration and sale conditions is required.<\/p>\n<h3>New phosphine requirements require demonstrable fumigation control<\/h3>\n<p>EU \u00b7 plant protection and safety \u00b7 Start of implementation of an adopted act<\/p>\n<p>The renewed approval of phosphine under Implementing Regulation (EU) 2026\/1968 applies from 1 October 2026. The conditions for authorisation require trained and authorised personnel, verified gas tightness of the premises and gas supply from the outside. Monitoring of the protective zone with certified measuring devices and appropriate residual gas capture are provided. Warehouse operators and testing services must verify the competence, equipment and records for the safe completion of the processing. This is a renewal of the active substance under specific conditions and not an automatic authorisation for each product. Existing national authorisations and instructions for use must be checked separately.<\/p>\n<h3>The implementation of the new IASAS tariff begins<\/h3>\n<p>Bulgaria \u00b7 seeds, testing and certification \u00b7 Entry into force of an adopted act<\/p>\n<p>The Council of Ministers adopted, by Decree No. 163, a new tariff for the services of the Executive Agency for Variety Testing, Approbation and Seed Control. Published on September 29, it enters into force on October 1, 2026 and covers tests, field inspections, sampling, analyses and certificates. Among the fees listed are 1,022 euros for checking compliance when approving a laboratory and 38 euros for an international orange certificate. Producers, traders and laboratories should compare the requested services and their budgets with the new items. The change in the tariff in itself does not mean a change in the testing methods.<\/p>\n<h2>Upcoming deadlines<\/h2>\n<h3>T\u201330 until the readiness of the accreditation bodies for ISO 14001:2026<\/h3>\n<p>International \u00b7 Accreditation and Environmental Management \u00b7 Mandatory Accreditation Transition \u2014 T\u201330<\/p>\n<p>There are 30 days left until 31 October for the readiness phase of accreditation bodies under the Global ACI mandatory transition document for ISO 14001:2026. Bodies must be ready to assess and have announced their transition arrangements. This is different from the deadlines for certification bodies and their clients. The document was issued on 4 September and is applicable from 14 September; today\u2019s inclusion is a calendar reminder. Accredited bodies should check the plan, competence and rules of their accreditation body. The BSA national preparation deadline of 30 October should not be replaced by the international date of 31 October.<\/p>\n<h3>T\u20137 to planned British general product safety references<\/h3>\n<p>United Kingdom Consumer Products and Standards Consultation - Planned Notice<\/p>\n<p>The UK proposal 0141\/26 provides for the publication of an amended notice for certain standards on general product safety on 8 October, unless the proposal is amended or withdrawn. Specific references to gymnastic equipment, children&#039;s high chairs and other consumer products are affected. For some of the standards being replaced, a separate transition is provided for until 27 October 2027. Manufacturers, exporters and laboratories should check the exact standard and version, rather than accepting a blanket withdrawal of old evidence on 8 October. This is a UK proposal, not a final notice and not an amendment to EU harmonised standards.<\/p>\n<h3>T\u201314 to the planned notice on PPE standards in the UK<\/h3>\n<p>United Kingdom \u00b7 personal protective equipment \u00b7 Consultation - planned stage T\u201314<\/p>\n<p>On 16 September, the UK authorities published proposal 0142\/26 amending the standards for personal protective equipment. It includes updated references to eye and face protection, hairdressing gloves and rainwear, as well as changes to the timetable for the withdrawal of some references. The publication of the final notice is planned for 15 October, unless the proposal is amended or withdrawn. Manufacturers, exporters and assessment bodies can object within the announced 28-day period if a standard does not cover the applicable requirements. This is a consultation stage for England, Scotland and Wales and not a change or amendment to the EU regime already in force.<\/p>\n<h2>Strategic Watch<\/h2>\n<h3>ISO 20001:2026 is a published standard for food losses and waste<\/h3>\n<p>International \u00b7 Food chains and management systems \u00b7 Published voluntary standard<\/p>\n<p>The official ISO catalogue now shows ISO 20001:2026 as a published standard, first edition, with a publication month of September 2026 and a milestone of 60.60. This is a significant development from the previous observation of \u201eunder publication\u201c; the exact date is not given in the catalogue. The standard contains requirements for the management of food losses and waste, including measurement, monitoring, documentation and reporting along the food chain. Organizations can review the scope, baseline data and responsibilities before implementing. The publication of a voluntary standard does not automatically imply a legal obligation or an accredited certification scheme already in place; these grounds should be checked separately.<\/p>\n<h3>Commission clarifies calendar for CBAM certificates<\/h3>\n<p>EU \u00b7 Carbon emissions and imports \u00b7 New official explanatory publication<\/p>\n<p>The European Commission&#039;s new explanatory note &quot;How CBAM certificates work&quot;, published on 30 September, systematises the calendar for purchasing and surrendering certificates. For 2026 import emissions, sales start on 1 February 2027 and the annual surrender is until 30 September 2027; for 2026 itself, there is no quarterly obligation to have certificates. This is an official clarification, not a new regulation. Importers must agree on budgeting, emissions data and chain checks, without the deferred financial stage being understood as a lack of ongoing information obligations.
