Product authorisations for the substance must limit fumigation to gas-tight chambers or rooms operated by trained and authorised personnel with a certificate of competence. The protected area is monitored with certified detection devices at a limit of 0.01 ppm PH3; after treatment, filtration, ventilation and confirmed residual concentrations at or below the LOQ are required. Manufacturers, operators, laboratories and control bodies should review the authorisations, test methods, metrological traceability of detectors and evidence of fumigation completion.

Amendment narrows the role of EN 13203-1:2025 for gas water heaters

EU · water heaters and harmonized standards · repair

With a corrigendum of 8 September, the European Commission replaces the text of Implementing Decision (EU) 2026/1717 in its entirety. The data of EN 13203-1:2025 are now published only in support of Regulation (EU) No 814/2013 on ecodesign; the reference to Delegated Regulation (EU) No 812/2013 on energy labelling has been removed from the title, Article 1 and Annex. This narrows the legal function of the standard without repealing it. Manufacturers, laboratories and conformity assessment bodies should check the technical files, test reports and declarations and should not derive from this decision a presumption of conformity with the energy labelling regime.

New guideline specifies plastic cap with aluminum foil lid

EU · packaging and single-use plastic products · updated guideline

The European Commission has updated its guidance on Directive (EU) 2019/904, with the only change being a new example of a plastic closure used together with an aluminium foil lid on a plastic disposable beverage container, including HDPE bottles for condensed milk. The plastic closure is included and subject to the requirement in Article 6(1) to remain attached to the container during use; the foil lid is excluded. The guidance is not legally binding but gives the Commission's current position on the application. Manufacturers, packers and assessors should check the design, classification and evidence of conformity of these combined closures.

EU corrects chemical formulas in PFAS restriction in fire-fighting foams

EU · chemicals and fire-fighting foams · technical repair

A correction of 8 September to Regulation (EU) 2025/1988 changes the formula for PFOS-related compounds from C8F17SO3X to C8F17SO2X in the text distinguishing substances already covered by Regulation (EU) 2019/1021. An interval discrepancy in the formula for PFCA C9–C14 has also been removed. The names of the substances and the reference to the POPs regime remain the same, but the chemical identification is now technically correct. Manufacturers, laboratories and holders of fire-fighting foams should update their regulatory matrices, analytical scope and inventory checks if they used the incorrect formula from the original text.

The new aeronautical data regime is now in force

Bulgaria · aviation and data quality · entry into force

Regulation No. 15 of 25 August 2026 on aeronautical information services, promulgated on 4 September without a specific deferred period, has been in force since 8 September. It replaces the 2011 regime and covers the certified provider, the Civil Aviation Administration, data creators and aerodrome and heliport operators. The regulation requires agreed data provision, compliance with quality requirements, internal accuracy checks, immediate corrections via NOTAM in the event of critical discrepancies and a register of errors and actions. The affected organisations should verify the agreements, responsibilities, AIRAC deadlines, control records and traceability of corrections.

Postal security changes come into effect with a 12-month transition

Bulgaria · postal services and security · entry into force

The amendment to Ordinance No. 6 on Postal Security, promulgated on September 4, has been in force since September 8. Postal operators must appoint a security officer, maintain internal acts, carry out at least an annual risk assessment of the entire logistics chain and organise random checks of shipments from automated postal stations. Video recordings are stored for 30 days and the applicable security requirements are published. A 12-month period is foreseen for bringing the activity into line, tentatively by September 8, 2027. Responsibilities, evidence of control, rules for storage and verification of personal data protection should be planned.

Strategic Watch

The Commission will evaluate a digital passport for pets

EU · digital identity and traceability · international strategic signal

In a statement published on 8 September on Regulation (EU) 2026/1818, the European Commission supports the move towards digitalisation of the pet passport. Within two years, the technical, practical and infrastructural conditions, including the possible use of the European Digital Identity Wallet, should be assessed together with the Member States. Following the assessment, the Commission will consider delegated acts under the animal health legislation. This is a strategic intention and not an adopted digital scheme. Competent authorities, veterinary and registration systems and certification service providers should monitor future requirements for identification, interoperability, authenticity and cross-border verification.

Published by MG Global in partnership with ERPI.

[41
42
post-46410","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-moody-news-archive","tag-moody-news-daily
["GET
