Euro 7: new regulatory reference for brake emission testing

Delegated Regulation (EU) 2026/1214 was published on 3 September, replacing the reference to UN Global Technical Regulation No 24 with UN Regulation No 179 in the Euro 7 brake emission test. The amendment will enter into force on 23 September 2026 and is important for light vehicle manufacturers, technical services and testing laboratories. The new reference covers advanced measurements, particle abatement technologies and whole-vehicle emission calculations. Laboratory procedures and type-approval evidence should be cross-referenced; the act does not change the overall dates of application of Euro 7 on its own.
EU specifies data and independent review of operational risk in banks

Delegated Regulation (EU) 2026/1167, published on 3 September, specifies the requirements for the business indicator and operational risk loss data for credit institutions. It enters into force on 23 September 2026. For banks that intend to use the special „prudential boundary approach“, notification to the supervisor at least 90 days in advance and a report from an independent control function or internal or external audit are required. The deadline starts to run upon complete documentation. Bank risk, reporting and audit teams should verify the applicable approach, the traceability of data and the necessary updates. This is not a universal 90-day deadline for all banks.
Additional import conditions related to antimicrobials begin

From 3 September 2026, additional conditions for the admission into the EU of covered animals and products of animal origin for human consumption related to the use of antimicrobials apply. Implementing Regulation (EU) 2026/1189 introduces the relevant list in Annex XVIa to Regulation 2021/405. Importers must simultaneously check the country, the type of animal or commodity and the necessary guarantees, instead of relying on a general authorisation of origin. The practical action is a review of suppliers, certificates and traceability before dispatch. The new development is the starting implementation, not the publication of the act, which is from 5 June.
A new milestone in the certification of animal products from New Zealand

From 3 September 2026, a new phase of certificates for covered consignments of live animals and animal products from New Zealand to the EU begins. Implementing Decision (EU) 2026/1936 allows for the new model or the current model supplemented with the necessary certification on antimicrobials. Certificates under the old regime issued before 3 September can be accepted until 2 March 2027; from 3 March, only the new model remains. Importers and logistics partners should check the date of issue, the applicable product group and the completeness of the certifications. The decision is already in force; today's signal is for the specific transitional step.
The procedure for including high-risk plants in the EU list comes into force

On 3 September 2026, Delegated Regulation (EU) 2026/1195 on the procedure for including plants, plant products and other objects in the high-risk list enters into force. A Member State or the European Commission must support the initiative with technical and scientific data on imports, identified pests, production and unacceptable phytosanitary risk. The preliminary assessment involves experts from the countries, EFSA and the Commission. For importers, nurseries and laboratories, the importance lies in the quality of the evidence and possible subsequent restrictions on market access. The act does not automatically remove existing bans. Individual decisions for specific plants and origins should be monitored.
EU sets emergency measures against African swine fever in Lazio

Implementing Decision (EU) 2026/1973, published on 2 September, lays down emergency measures following the confirmation of African swine fever in a feral pig in Riano, Lazio. The area covered is described in the Annex and the measures are foreseen until 30 November 2026. For operators of pigs and pig products, the movement restrictions and the specific conditions for permissible exemptions are important. European buyers should check the location of the holding, the origin and the documents of the consignment with the competent veterinary authority. The decision should not be interpreted as a general ban on all pig products from Italy.
MHRA: review of filters and product information in parenteral nutrition

The UK regulator MHRA published alert DSI/2026/011 on 2 September on the use of filters for parenteral nutrition in all care settings. Actions for healthcare organisations and a review of product information from suppliers are outlined. For manufacturers of infusion systems, filters and related products, the practical implications are demonstrated compatibility, instructions and control of supply. Hospital procedures, kits and staff training should be reviewed, with clinical choice remaining the responsibility of healthcare professionals. This is a formal safety alert, not a new certification scheme; no single calendar deadline for completion is specified.

Municipal road control systems: metrological checks and acceptance tests

Regulation No. 8121z-1368 of August 18, 2026, promulgated on September 1, sets specific conditions for municipal automated road control systems and data exchange with the Ministry of Interior. According to the general rule for entry into force, the starting date is September 5, 2026. Speed measurement devices must have an approved type, registration with the Bulgarian Institute of Metrology and a valid inspection. Acceptance tests are conducted for at least 30 days, and data from devices with expired inspection are not accepted. Municipalities and suppliers should check the documentation, metrological schedule and information security. Entry into force itself does not mean automatic technical inclusion in the Ministry of Interior.
Construction products: 14 days left until the new assessment and verification framework

On 17 September 2026, Delegated Regulation (EU) 2026/1310 on the systems of assessment and verification under the new regime for construction products enters into force. Today's alert is a reminder T-14 and not a new publication. Manufacturers, laboratories and notified bodies must determine the applicable system according to the product category, intended purpose and essential characteristic. The act distinguishes between special cases without additional testing, horizontal characteristics and rules for product families; for environmental sustainability, a 3+ system is foreseen. Technical specifications and roles of actors should be compared. The date itself does not require re-testing of every product already on the market.
AI standardization: two weeks for opinions on the amendment to M/613

Comments on the proposed amendment to the European standardisation request M/613 in support of the AI Act are open until 17 September 2026. The draft proposes a deadline of 28 February 2027 for the provision of the relevant standards and the final report. There is a two-week window for reactions on 3 September. AI developers, conformity assessment bodies and management system specialists should consider the implications for evidence, assessment and their own preparation plans. The text is a draft and not an adopted amendment or a published harmonised standard. It does not in itself postpone the legal obligations under the AI Act.
India: temporary pause on linear alkylbenzene control until September 30

The temporary suspension of India’s compliance requirements for linear alkylbenzene has been extended till September 30, 2026 by order SO 3456(E). This is a time-limited exemption from the mandatory quality control regime and not a permanent waiver. It is important for manufacturers, exporters and Indian importers to prepare for subsequent shipments taking into account the applicable IS 12795:2020 and the BIS licensing regime. Before shipping around the transition date, it is important to check whether a new extension has been issued and how the specific shipment is being treated. The alert is first on the radar for upcoming deadlines.
India introduces mandatory BIS certification for certain hand tools

The Hand Tools (Quality Control) Order, 2025, as amended on 4 December 2025, will come into general application on 1 October 2026. The categories of spanners, pliers and other specified tools covered shall comply with the relevant Indian standards and bear the standard mark under BIS license. This also applies to manufacturers supplying to the Indian market from Europe. For legally defined small and micro enterprises, there are later dates which should not automatically apply to every foreign supplier. Exporters should check the product scope, testing and readiness for licensing; a management system certificate is not a substitute for product authorisation.
Electrical appliances for India: current schedule starts on October 1
India electrical appliances and testing mandatory compliance
The Indian Household, Commercial and Similar Electrical Appliances Safety Order dated 6 April 2026 sets 1 October 2026 as the general commencement date. The applicable standard is IS 302 (Part 1):2024, linked to IEC 60335-1:2020, with the specified voltage limits and exemptions for appliances under other mandatory regime. Manufacturers and exporters should check the tests, product family and BIS license. The separate scheme to facilitate transition allows an alternative route only with special permission and conditions fulfilled; it is not a general exemption. Older calendar dates than the superseded order of 2025 should not guide planning.
India: BIS mark for aluminum containers and beverage cans from October 1

From 1 October 2026, the general implementation of the Indian requirements for plastically processed aluminium containers and aluminium beverage cans will commence vide SO 219(E) dated 15 January 2026. The standards IS 1660:2024 and IS 14407:2023 are specified and a mandatory mark under BIS license is required. Manufacturers and importers should distinguish these products from the separate regime for steel containers. There are specific exemptions, including for articles imported full of contents and conditional rules for pre-declared stocks. European suppliers should confirm the scope, testing and licensing before planning to supply after the commencement date.

EU discusses new standards for algae, traceability and laboratory methods

A consultation on a draft European standardisation request for seaweed and seaweed products is open until 18 September 2026. The text provides for five new voluntary standards and a revision of the terminology standard EN 17399:2024. Topics include identification, verification of geographical origin, quality and labelling of foods, measurement and reduction of iodine and assessment of resources used in cultivation. This is an early warning for producers, food operators, laboratories and traceability service providers. Future methods and capacity requirements should be assessed and opinions submitted. The draft does not constitute published standards or new mandatory certification.
England and Wales discuss regulation of drug identification devices

The Forensic Science Regulator recalled on 2 September the consultation on devices for the identification of controlled drugs, open until 25 September 2026. A new regulated activity is proposed in the forthcoming version 3 of the Code of Practice, with requirements for validation, device approval, competence and traceability. For laboratories, manufacturers and technology providers this may change the evidence of reliability and control in the event of software or manufacturing changes. Existing exemptions remain in force until the regime changes. Interested organisations should review the technical specification DTN 106 and assess the lead time required in their submissions.
The United Kingdom is preparing new shipping safety rules

The UK Maritime and Coastguard Agency launched a consultation on the draft Merchant Shipping (Safety of Navigation) Regulations 2027 on 2 September. Comments are invited until 30 September 2026. The proposal updates the implementation of SOLAS, including reporting of lost containers, bridge visibility and the scope for certain passenger ships. It is important for shipowners, designers, equipment suppliers and inspection organisations operating in the UK market to check the applicable ship categories and the required documentation. The draft is not an adopted piece of legislation and the „2027“ designation does not have a confirmed date of entry into force. Comments should distinguish the new proposals from the consolidated existing rules.
