The EU has defined the systems for assessing construction products

On 28 August, the EU published Delegated Regulation (EU) 2026/1310, which sets out the applicable assessment and verification systems for product families and categories under the new Construction Products Regulation. The act enters into force on 17 September. It allocates systems 1+, 1, 2+, 3, 3+ and 4 according to the product, intended use and performance, and introduces horizontal rules on reaction to fire, hazardous substances and environmental sustainability. Where a „deemed to be in conformity“ rule applies, system 4 is used. Manufacturers, notified bodies and laboratories should align their portfolio and intended use with the annexes, specify roles, contracts, methods and evidence and prepare procedures before entry into force.
UN Regulation No. 129 on Child Restraint Systems has been updated

On 28 August, the Official Journal of the EU published the updated text of UN Regulation No 129 on the approval of advanced child restraint systems, including Supplement 4 to the 04 series, which entered into force internationally on 4 June. From 1 September, Contracting Parties will no longer be obliged to accept approvals of previous series first issued after that date; from 1 September 2027, the same rule will apply to older approvals, subject to the exceptions provided for. This does not automatically invalidate all existing certificates. Manufacturers, technical services and approval authorities should check the series, date and scope of each approval, the permitted extensions, markings, test configurations and markets on which mutual recognition is relied upon.
New rules on cobalt in toys apply from today

Since 29 August, the amended cobalt requirement in the Regulation on the essential requirements and conformity assessment of toys has been applied in Bulgaria. This is a change that has entered into force, not a newly published act. Only the three explicitly specified uses are permitted: as an impurity of nickel in stainless steel, in parts intended to conduct electric current, and in neodymium magnets that cannot be swallowed or inhaled. Manufacturers, importers, laboratories and conformity assessment bodies should confirm the material declarations, the traceability of the components, the technical basis for the applicable exemption and the accessibility of the magnets and update the chemical assessment, the test plan and the technical dossier. The exemptions do not constitute a general authorisation for the presence of cobalt.
