On 27 August, the European Commission published detailed guidance on the portal for accredited CBAM verifiers and operators of installations outside the EU. The document is a technical guide and not a new legal requirement. It describes the roles of administrators and users, the registration request to the national competent authority, company and accreditation data, supporting documents and requests for cooperation with operators. The material is published just before 1 September, the earliest date from which an accredited verifier can request registration. Affected organisations should check EU Login rights, administrator, scope and evidence of accreditation, contacts and willingness to cooperate. Uploading verification and certification reports is marked as a future functionality.

There are 14 days left until the start of mandatory reporting under the Cyber Resilience Act. As of 11 September, manufacturers of covered products with digital elements must report actively exploited vulnerabilities and severe incidents via the ENISA single platform. An early warning is submitted within 24 hours of becoming aware, and a follow-up notification within 72 hours. This is a re-iteration of the T-14 threshold, not a new legal act. Affected organisations should confirm the product and subject scope, the responsibilities between product security, compliance and incident response, proof of the moment of awareness, CSIRT routing and the readiness of EU Login. It should also be checked whether ENISA has announced the final address and technical fields of the platform.

The new EUCDM 7.0.11 model changes the customs data technical map

On 27 August, the European Commission presented version 7.0.11 of the European Customs Data Model. The EUCDM is a technical model and not a separate legal act; the formal requirements remain in the Official Journal. The new version harmonises data between transit, export, import and national customs systems, maps Annex B of the Union Customs Code to the WCO DM 4.1 model and includes the amendments for the temporary duty rate for distance sales of consignments up to EUR 150. Importers, exporters, customs agents and software providers should compare the XML structures, code lists, transformations and test scenarios with their current implementations and follow national implementation schedules, without considering the technical model as a substitute for the legal text.
EU evaluates aviation noise rules

The European Commission launched a public consultation on 27 August on the evaluation of Regulation (EU) No 598/2014 on the introduction of noise operating restrictions at airports under the Balanced Approach. This is an evaluation of the current regime and not a proposal for a new rule. Contributions are invited until 19 November 2026. The call concerns airport operators, airlines, competent authorities, noise measurement and assessment providers, consultants and affected communities. Organisations should assess whether they have evidence on the quality and comparability of noise data, the transparency of the assessment, stakeholder consultation, proportionality of restrictions and the impact on capacity. Contributions should clearly distinguish between measured data, modelled results and operational assumptions.
