The Commission publishes the practical framework for CBAM verification

The European Commission published on 24 August the first version of a 141-page guidance for CBAM verifiers and national accreditation bodies. The document is explanatory and legally non-binding; the applicable regulations take precedence. It translates the requirements for the monitoring plan, strategic and risk analysis, on-site visits, materiality, internal documentation, independent review, competence, impartiality and supervision into a practical process. The new development coincides with the T-7 threshold: from 1 September, accredited verifiers can request registration in the CBAM register, within two months of their accreditation. Applicants and accreditation bodies should immediately align their procedures with EN ISO/IEC 17029, EN ISO 14065 and the CBAM acts, and importers and operators outside the EU should prepare verifiable data and monitoring plans.
