T–14: the procedure for high-risk plants comes into force

On 3 September, Delegated Regulation (EU) 2026/1195 on the procedure for adding or removing plants, plant products and other objects from the provisional list of high-risk commodities enters into force. This is a reminder of the T-14 threshold and not a new legal act. Until the risk assessment is completed, the introduction into the EU of the provisionally included commodities remains prohibited. Member States' requests must be supported by a technical dossier on the commercial interest, interceptions, pests, production and potentially unacceptable risk. Importers, exporters, competent authorities, laboratories and experts should confirm the origin and version of the evidence, contact persons and the individual justification for each confidentiality request.
T–14: new certificate for shipments from New Zealand begins

From 3 September, the new model of official health certificate under Implementing Decision (EU) 2026/1936 or the old model supplemented by the attestation for the use of antimicrobial medicinal products will be accepted for consignments from New Zealand to the EU. This is a reminder of the T-14 threshold. Old certificates issued before 3 September without the new attestation can be accepted until 2 March 2027; from 3 March 2027 only the new model remains. Competent authorities, exporters, importers, logistic operators and border inspection posts should synchronise the templates, language versions, dates, signatures and electronic exchange between E-cert and TRACES and verify the attestations before dispatch.
