The EU has established systems for assessing construction products

Delegated Regulation (EU) 2026/1310 was published on 28 August, establishing the applicable assessment and verification systems for product families and categories under the new Construction Products Regulation. The act will enter into force on 17 September. It sets out three levels: the „deemed satisfactory“ performance system, horizontal characteristics and specific product categories. Systems 2+ are foreseen for the content and release of hazardous substances, system 3 for emissions into indoor air and system 3+ for environmental sustainability. Manufacturers, notified bodies and laboratories must correlate the products, uses and declared performances with the applicable technical specifications; the act does not automatically require re-testing of all products.
New evidence for the origin of the meltdown in steel imports

Implementing Regulation (EU) 2026/1963 was published on 31 August, entered into force on 1 September and will apply from 1 October 2026. Importers of the steel products covered must prove the country of „melting and pouring“ and the smelter number by means of a certificate from the metallurgical plant. In the absence of data, customs may accept supplementary documents, and until 30 September 2027, certain documents may temporarily serve as stand-alone documents if they contain both mandatory elements. The country is declared by means of TARIC document codes. Failure to submit a declaration with appropriate verifiable evidence will result in the refusal of the import, so contracts, certificates and supplier data must be in place before October.
Updated marine equipment standards now in effect

Implementing Regulation (EU) 2026/1434 on requirements for the design, construction and performance of marine equipment and on testing standards has been in force since 31 August. The act replaces Regulation (EU) 2025/1533 and makes the updated international instruments listed in its extensive annex applicable to each product item. Manufacturers, notified bodies under the Marine Equipment Directive, laboratories, shipowners and suppliers are affected. For certain newly added items, transitions are reserved until 4 September 2027 or 23 September 2028. A product mapping according to the annex is required, including verification of the type approval, the standard used, the test report and the permissible transition route.
TEL TSI activates a new stage for railway reference data

On 2 September, a new set of provisions of Implementing Regulation (EU) 2026/253 on telematics applications for rail became applicable. Parts of the common central repository, change notification, code management, network-specific requirements and change control regimes are activated. On the same date, the deadline for infrastructure managers and rail freight facility operators to map their existing location codes to the data in the RINF register expired. The organisations concerned must confirm the implementation, ownership of the reference data, quality and traceability procedures and the readiness of the interfaces used for the subsequent stages of the TEL TSI.
Technical rules for ESG rating providers' applications are in force

Delegated Regulation (EU) 2026/1119 was published on 1 September and entered into force on 2 September and applies from 2 July 2026. The act specifies the information and evidence that ESG rating providers must submit to ESMA when applying for authorisation or recognition, including when endorsing third-country ratings and providing benchmarks. Machine-readable and durable records, a structured set of documents, conflict of interest and delegation policies, and a signed confirmation by senior management for accuracy and completeness are required. Providers should review their application and evidence against the new applications, taking into account different transition routes according to size and location.

T–9: mandatory reporting under the Cyber Resilience Act begins

From 11 September 2026, manufacturers of products with digital elements must comply with Article 14 of the Cyber Resilience Act for actively exploited vulnerabilities and severe incidents. The regime also covers products placed on the market before the general application of the regulation in December 2027. The initial warning is submitted within 24 hours of becoming aware, followed by a full notification within 72 hours, and the final report has a separate deadline depending on the type of event. Submission will be made through the single platform managed by ENISA. Manufacturers should immediately check the scope of their portfolio, the on-call procedure, notification powers, collection of technical evidence and escalation from suppliers and developers.
T–11: consultation on certification of managed security services ends

ENISA's consultation on the EUMSS candidate scheme for European certification of managed security services closes on 13 September. This is a re-clock reminder of the deadlines, not a new scheme or an existing obligation. The draft combines horizontal requirements for all certified services with vertical profiles and three levels of assurance. The first vertical focuses on the lifecycle of incident management and response services. Providers, customers, certification bodies and professional organisations should check whether the envisaged competences, evidence, supervision and assessment reflect real cross-border delivery models and submit a reasoned opinion before the deadline.
T–12: deadline for opinions on charger and USB-C cable tests

The European Commission is accepting opinions on a draft standardisation request in support of Regulation (EU) 2025/2052 on external power supplies, wireless chargers, portable battery chargers and USB Type-C cables until 14 September. The draft has not yet been adopted. It envisages the revision of EN 50563 and the development of additional harmonised standards for energy efficiency, power, standby power, surge immunity and interoperability. Manufacturers, laboratories, conformity assessment bodies and technical associations should check whether the proposed methods, scopes and deadlines can cover new product configurations and submit specific technical comments while the draft remains open.
T–14: ISO plans to publish ISO 9001 on September 16

ISO 9001, Edition 6, is still in the official „under publication“ stage, and ISO/TC 176/SC 2 has indicated 16 September 2026 as the planned publication date. This is a reminder when T–14 is reached, not an announcement that the new edition has already been published. Certified organizations, auditors, consultants and certification bodies may prepare the transition ownership, training capacity and communication, but should not convert systems or audit programs to unpublished text. After publication, the authentic edition, national acceptance and decisions of the international and national accreditation infrastructure for the transition period, competence and validity of certificates should be checked.
New deadline for high-risk AI standards discussed until September 17

The European Commission's draft amending Decision C(2025) 3871 on standards for high-risk AI systems is open for feedback until 17 September. The draft has not been adopted and explicitly represents a preliminary position of the Commission services. The reason is that CEN and CENELEC failed to finalise the standards within the original deadline. It is proposed that the deadline for the requested harmonised standards and the final report be 28 February 2027, and that the decision expire on 31 August 2028. AI suppliers, product manufacturers, notified bodies and laboratories should assess the impact on the demonstration of conformity and comment on the realistic timetable, without presenting the proposal as a working solution.
T–29: mandatory transition plan to ISO/IEC 17020:2026 is approaching

On October 1, the first mandatory deadline under the policy of the Bulgarian Accreditation Service for the transition to BDS EN ISO/IEC 17020:2026 expires. This is a repeated reminder after the T–30 threshold was crossed. By this date, accredited control bodies must submit a gap analysis and an action plan; failure to submit on time is considered a significant non-conformity. After October 1, the Bulgarian Accreditation Service will accept documents for initial accreditation, re-accreditation and extension of scope only under the 2026 edition. Bodies must verify competence, impartiality, methods, documented system, internal audits, management review, responsible persons and compliance of the schedule with upcoming assessments.
Netherlands opens Renugarant certification regime for cross-border participation

The standstill period under TRIS notification 2026/0347/NL for the designation of Renugarant as a recognised certification scheme continues until 9 October. The project is not a valid law. It is envisaged that Renure can be used in excess of 170 kg nitrogen per hectare per year when the producer is registered or holds a certificate under a scheme determined by the Minister. The scheme includes requirements for production equipment, sampling, frequency and analysis of the product. Producers outside the Netherlands can also participate and their certified product can be used on the Dutch market. Interested producers, laboratories and certification bodies must review the project and, if necessary, submit an opinion via TRIS before the end of the period.

ISO 20001 shapes a new food loss management system

ISO 20001 is in the official stage 60.00 „under publication“, with a release month of September 2026. The standard will set requirements for a system to prevent and reduce food loss and waste throughout the chain — from primary production to trade and services. It provides for measurement, control, improvement, demonstration of conformity and the possibility of external certification. In parallel, ISO/DIS 20020 develops requirements for bodies that will perform auditing and certification, as a complement to ISO/IEC 17021-1. Both elements need to be monitored separately: ISO 20001 has not yet been published, and ISO 20020 remains a draft. Organizations can start mapping data, boundaries and responsibilities without declaring certification readiness.
ISO/UNDP 53001 is about to be published

The first edition of ISO/UNDP 53001 is in the official 60.00 „under publication“ stage, with ISO indicating September 2026 as the publication month. The document will contain generally applicable requirements for a system through which organizations manage and optimize their contribution to the UN Sustainable Development Goals. This is an expected standard, not an already in effect certification requirement. For organizations, auditors and certification bodies, the early task is to distinguish measurable management performance from general ESG claims and to assess the links with existing quality, environmental, energy and social impact systems. Specific programs, competencies and accreditation routes should only be adopted after the publication and formal decisions of the relevant schemes.
Global ACI is now the main global framework for mutual recognition

Global Accreditation Cooperation Incorporated has been fully operational since 1 January 2026 and has taken over the previous roles of IAF and ILAC. The new multilateral agreement, the Global ACI MRA, covers the accreditation of laboratories, inspection bodies, certification bodies, proficiency testing providers, reference material producers, biobanks and validation and verification bodies. EA confirms the international recognition of the EA MLA through this framework. This is an initial baseline for MOODY NEWS and not a new development in the last week. Accreditation bodies, assessment bodies and scheme holders should check for up-to-date references in contracts, rules and public statements, maintaining recognised continuity and not changing marks or documents without applicable transitional instructions.
EA puts accreditation at the heart of maritime MRV reform

On 31 August, the European co-operation for Accreditation announced a workshop with the European Commission on 29 September on the proposed simplification of the EU ETS Maritime, MRV and FuelEU Maritime. The event is for national accreditation bodies and does not change the current rules. However, it is an early official signal that the proposal for a single monitoring and reporting system may affect the architecture of accreditation and verification, including monitoring plans, data and interaction with ship operators. Accreditation bodies, verifiers and maritime companies should follow the legislative procedure and the outcome of the meeting, but for now not change approved methodologies or contractual obligations based solely on the proposal.
